Summary This position is located in the Office of Equal Employment Opportunity Office (OEEO), Office of the General Counsel. The incumbent of this position serves as a legal advisor to the Director of Equal Employment Opportunity on all matters pertaining to the equal employment opportunity program, its policy, procedures and implementation of the foregoing laws, rules and regulations. Responsibilities As a Attorney Advisor (General) (Senior Attorney Advisor), GS-0905-14, your typical work assignments may include: Conducts and oversees complex Equal Employment Opportunity (EEO) complaint investigations arising under Federal civil rights laws, regulations, and EEOC directives, including developing investigative records, interviewing witnesses, analyzing documentary evidence, and preparing comprehensive investigative reports. Provides legal advice and guidance to management officials, supervisors, EEO staff, and collateral duty EEO Counselors regarding EEO laws, complaint processing procedures, and compliance with applicable statutes, regulations, and EEOC guidance. Analyzes the legal sufficiency, timeliness, and merits of EEO complaints and prepares legal analyses, draft decisions, and recommendations based on applicable laws, regulations, EEOC decisions, and court precedent. Facilitates resolution of complex and sensitive EEO matters involving managers, employees, attorneys, union representatives, and external stakeholders while ensuring settlements comply with applicable legal standards and remedial requirements. Additional duties may include research, writing and planning for affirmative employment program memoranda and related events; preparation and conduct of trainings; and possible additional tasks related to coordination of EEO counseling and ADR. They possess strong analytical and legal judgment and are skilled at evaluating testimonial and documentary evidence, conducting legal research, and developing legally sound findings, recommendations, settlement agreements, and decisions. The ideal candidate is an exceptional communicator capable of advising senior leadership, managers, attorneys, and EEO professionals on sensitive and complex EEO matters. They demonstrate professionalism, sound judgment, discretion, and the ability to manage emotionally charged matters with impartiality and integrity while contributing to the effectiveness and continuous improvement of the Agency's EEO program. BASIC REQUIREMENT Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of a Senior Attorney Advisor, GS-0905-14. Specialized experience includes: Experience conducting or overseeing complex Equal Employment Opportunity (EEO) complaint investigations involving Federal civil rights laws, regulations, and EEOC directives. Experience analyzing testimonial and documentary evidence, conducting legal research, and applying relevant statutes, regulations, EEOC decisions, and court precedent to develop legally supportable findings, recommendations, or decisions. Experience preparing investigative reports, legal analyses, correspondence, or other written products related to EEO complaint processing or employment law matters. Experience advising management officials, attorneys, EEO staff, or other stakeholders on EEO laws, complaint procedures, or regulatory compliance matters. Experience facilitating dispute resolution efforts or managing sensitive and complex employee relations or EEO matters involving multiple stakeholders.
