Summary This position serves as the Equal Employment Specialist located within the Director's Office Service at the VA Southern Nevada Healthcare System, Las Vegas NV. The primary purpose of the position is to serves as the principal advisor in the area of Equal Employment Opportunity (EEO). This position is only open to Southern Nevada Healthcare Employees Only. Responsibilities Major Duties include: Responsible to the Executive Director for program development, administration, evaluation, and advisory functions. Requires knowledge of Federal EEO regulations and principles, compliance and enforcement skills, administrative, management, and consulting skills, and knowledge of federal personnel administration. Serves as the medical center's spokesperson for all protected groups within the local community. Serves with full authority to plan, organize, implement and evaluate the facility-wide EEO program. Serves as advisor and consultant to the Executive Director, Executive Leadership team, and Health System Specialist to the Executive Director on policy matters relative to the various complex phases and specific mission of the EEO program. Maintains liaison with higher headquarters and other government agencies and facilities. Plans, organizes, implements, and evaluates the overall EEO program, which in addition to meeting regulatory and statutory requirements, focuses on the solution of individual, institutional, and systemic problems, and eliminates barriers to equality of opportunity for all employees. Conducts studies on the administration of personnel management to identify institutional aid systemic EEO problem. Plans, develops, directs, prepares, and implements the facility-wide Affirmative Employment Program (AEP) for women and minorities in compliance with regulatory requirements and guidance from higher headquarters. Administers the discrimination complaints processing system in compliance with regulatory requirements. Mediates and negotiates settlements and reaches a resolution of complaint matters at the lowest possible levels. Develops and manages an Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, administering, evaluating, or advising on the equal employment opportunity program Provides quality EEO products and services, advice and direction on issues related to the administration and management of an EEO program and the impact of organization policies, plans, practices and decisions on personnel. Serves as the principal advisor to the organizational leadership and staff for a facility by providing expert advice on all matters related to the EEO program. Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan. Manages the EEO complaints. Physical Requirements: Regularly and recurring work performed involves sitting at a desk, and/or attendance at conferences/meetings. Some physical demands evolve from stressful and protracted negotiation settlements that require intense physical and mental exertion and fatigue. Regular and recurring work is performed in a work environment that involves normal everyday low risks of discomforts typical of an office. Work areas are adequately lighted, heated, and ventilated.
