The Emergency Preparedness Group Leader provides strategic leadership for Los Alamos National Laboratory's emergency preparedness programs and plays a key role in ensuring the Laboratory maintains a high state of operational readiness, resilience, and confidence in its emergency management capabilities. This leader is responsible for guiding programs that fulfill the requirements of DOE O 151.1, Comprehensive Emergency Management System, across a complex and evolving operational environment.
The successful candidate will lead a multidisciplinary team responsible for continuity of operations, emergency planning, drills and exercises, emergency response organization training, readiness assurance, and facility preparedness. This role requires a collaborative and forward-thinking leader who can translate regulatory and institutional requirements into effective preparedness strategies, drive continuous improvement initiatives, and foster strong partnerships with Laboratory organizations, DOE/NNSA stakeholders, and local, state, tribal, and federal agencies. The Group Leader will establish strategic priorities, oversee program performance and resources, and serve as a member of the Emergency Response Organization during emergencies, exercises, and operational events.

Leadership
Demonstrated success leading multidisciplinary teams in complex operational, governmental, national security, industrial, or highly regulated environments. Proven ability to establish organizational vision and priorities, manage performance and employee development, foster collaboration, and promote a culture of accountability, operational excellence, and continuous improvement.
Technical
Demonstrated experience developing, implementing, and overseeing emergency management and preparedness programs. Experience interpreting and applying regulatory requirements, institutional policies, and operational guidance to develop effective programmatic solutions and preparedness strategies.
Thorough understanding of National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology, including the ability to recognize and apply implementation methods appropriate to organizational size, complexity, and operational needs.
Experience leading or overseeing exercise planning, conduct, and evaluation activities consistent with DOE O 151.1 or other applicable regulatory and industry exercise management principles and methodologies.
Organizational Skills
Excellent organizational and operational management skills, including the ability to establish priorities, manage multiple programs and competing demands, allocate resources effectively, and execute strategic initiatives in potentially high-stress environments.
Communication
Demonstrated excellence in written, oral, analytical, and interpersonal communication skills, including experience presenting complex information, facilitating discussions, influencing organizational decision-making, and engaging effectively with senior leadership, regulators, external agencies, and diverse stakeholders.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 8 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Advanced degree and/or certifications in Emergency Management preferred.
Experience applying Human Performance Improvement Principles.
Familiarity and application of the Safe Conduct of Research (SCoR) principles, or other behavioral based system of a safe workplace.
Extensive knowledge of government regulations affecting emergency-related services and functions.
Experience managing budgets, schedules, staffing strategies, and program resources as demonstrated by performance and accomplishments in previous work assignments.
Experience working in an Emergency Operations Center (EOC) environment.
Work Environment
Work Location: The work location for this position is on-site and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

The selected candidate must be willing to serve in a periodic on-call capacity for a position within the Emergency Operations Center (EOC) where recall would be required within 2-hours.

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg2-pgchg/@@images/file) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
