Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the FT MEADE, MD. Responsibilities Supports branch, section, element, and division-level planning, manpower oversight, and daily administration of assigned personnel. Reviews and provides advice and recommendations to technical assessments for orders, CONOPS, and other associated products. Identifies key CO and IO issues and priorities along with emerging trends and program directions that merit further investigation and action by J3. Guides team members in their use of the Joint Planning Process (JPP) to document these agreements, and staff them through affected elements for review/comment/refinement to ensure coherent planning across all echelons. Provides high-level functional expertise to negotiate mutually beneficial solutions to issues where the involved parties have strongly held and conflicting points of view. Provides contractors/vendors with tasking and technical direction, consistent with negotiated contracts, and evaluates work efforts and products for conformance with contract standards. Monitors and actively participates in exercises and tests to implement branch, section, element operational requirements. Integrating cyber operation methods or analysis tools to improve the capabilities of cyberspace operation (CO) and information operation (IO); 2. Providing guidance to staff members to develop cyberspace plans; 3. Managing long term future operation plans to support planning at different levels; 4. Conducting joint discussions or formal briefs on techniques to anticipate cyber threat.
