The primary purpose of this position is the primary purpose of this position is: To serve as an Operations Specialist, J33 Current Operations Division. Responsibilities The position serves as the Operations Specialist in the Joint Task Force Civil Support (JTF-CS) J3 Directorate and performs duties as an action officer conducting analysis on JTF-CS, Higher Headquarters, adjacent organizations and subordinate units current operations. Under the direction of the Current Operations Division Chief, the incumbent is responsible for preparing, coordinating, authenticating, publishing, and distributing command Operational Plans (OPLAN), Operational Orders (OPORD), Fragmentary Orders (FRAGORDS), and Warning Orders (WARNORDS). Conducts working groups to identify current events for documentation on the JTF's Command Calendar. Collects, coordinates, updates and disseminates current information on JTF issues and special events. Incumbent develops coordinates, and implements necessary actions, regulations, and policies for the division. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a wide range of Disaster Preparedness (DP) and emergency response principles, procedures, and regulations applicable to the full range of DP responsibilities on a military installation and the relationship of these responsibilities to local civil emergency programs; knowledge of natural disaster response procedures, training techniques, and the use of special training equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military strategic and tactical concepts, principles and processes in all domains (Air, Land and Maritime) as they apply to Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA) missions. This includes DoD's Chemical, Biological, Radiological, Nuclear (CBRN) Enterprise. 2. Skill in quality control of products for completeness and conformance with established command standards and policies. 3. Ability to interpret requirements, produce products, and oversee dissemination to tasking agencies as required. 4. Ability to analyze, plan, and adjust work operations. 5. Ability to translate supervisors' intent and goals into tangible directives and instructions for message processing, watch stander qualification, and Staff Duty Officer (SDO) qualification. 6. Knowledge of Joint Operations and the construct of Boards, Centers, Cells, and Working Groups referenced in Joint Publication 3-33. 7. Knowledge of the deliberate and adaptive planning process, Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP) and the development of operational orders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
