Duties Description Under the general supervision of higher-level personnel, the incumbent will:- Manage the daily operations of (9) facilities, which include Montauk Point State Park, Camp Hero State Park, Montauk Downs State Park, Hither Hills State Park, Amsterdam Beach State Park, Shadmoor State Park, Hither Woods Preserve, Napeague State Park, and Sag Harbor Golf Course.- Directly supervise the Park Manager 1, Park Supervisor 2, and Park Supervisor 1 and as needed, assume their responsibilities of scheduling and assigning tasks for lower-level employees. The position involves camping operation, golf clubhouse maintenance, revenue collection, purchasing, payroll, and other support functions.- Inspect facilities and buildings for deficiencies and hazards. Schedule corrective action and or write work orders for Regional Maintenance.- Ensure the (5) Concessionaires operate under contract terms and submit financial reports in timely fashion.- Coordinate with Golf Course Superintendent for operations, supplies, materials, and personnel of Montauk Downs Golf Course.- Act as Health and Safety Officer for the Montauk Complex.- Function as training coordinator for mandatory OER trainings.- Compile data and give recommendations to the Park Operations Manager 1 for NPS and T&S budgeting.- Act as Special Event/Traffic Coordinator as needed.- Assume role as the first in command in the absence of the Park Operations Manager 1.- Other similar duties
Minimum Qualifications NY HELPS or 55-b/c Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either A. seven years of experience working in a park, recreational facility, or campus including two years of managerial experience;Or B. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.*a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.Subsequent 55-b/c Qualifications:A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.Eligible List Qualifications:Currently reachable on the Park Manager 2 eligible lists.Reassignment Qualifications:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.52.6 Transfer Qualifications:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.Additional Comments:For the duration of the *NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Additional Comments Salary Information: Appointees who work in Suffolk County will receive an additional $4,000 annual downstate adjustment. Park Manager 2, SG-21 (PEF) $82,126 - $103,056 (the starting salary indicated combines the statutory hiring rate for PEF Grade 21 ($78,126) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($99,056) and the Downstate Adjustment ($4,000).OPERATIONAL NEEDS:- Must possess and maintain a valid NYS driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.- Ability to work evenings, nights, weekends, and holidays as required.- Schedule may change based on operational needs.- Strong communication, organizational, and leadership skills required.- Ability to supervise staff, manage operations, prepare reports, and coordinate programs and events. Must be proficient with MS Outlook, Word and Excel.
