Summary About the Position: Performs administrative and professional work requiring the application of accounting, budgeting and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements. The work requires adaptation of current or proposed systems and processes and a thorough knowledge of automated resource management systems. GS-7 Specialized Experience: One year of specialized experience which includes: 1) Approving financial transactions such as obligations, expenditures, reimbursements, transfers, and/or distributions; 2) Utilizing industry standard business software, such as Oracle and Microsoft Excel, PowerPoint to generate analytical reports and/or presentations; 3) Consulting with customers to address financial inquires. This definition of specialized experience is performed at the next lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. GS-9 Specialized Experience: One year of specialized experience which includes: 1) Extracting data to prepare reports from financial management systems such as Corps of Engineers Financial Management system (CEFMS); 2) Utilizing software such as Excel and other Microsoft Office applications to develop spreadsheets, reports, and/or correspondence for providing status of work tasks and/or project/program progress; 3) Reviewing billing documents to ensure they are properly substantiated and accurate. This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
