Summary The Attorney Advisor position is in the Administrative Office of the U.S. Courts, Department of Administrative Services, Facilities and Security Office, Security and Facilities Policy Staff (SFPS). SFPS provides legal, policy, and analytical support; coordinates the development and communication of polices and guidance; and monitors and assesses the impact of legislative activities for the security and space and facilities programs. Responsibilities The Administrative Office of the U.S. Courts, Department of Administrative Services, Facilities and Security Office (FSO), Security and Facilities Policy Staff (SFPS) is seeking a dynamic, high-energy, and experienced Attorney Advisor to join its team. This position reports to the SFPS Chief. SFPS is responsible for providing legal, policy, and analytical support for the security and space and facilities programs; coordinating the development and communication of program policies and guidance on the judiciary's security and space and facilities programs; and monitoring legislative activities and assessing their impact on the security and space and facilities programs. The Attorney Advisor provides staff support to the Space and Facilities Committee and the Judicial Security Committee, including drafting briefing materials for consideration by the committees and their subcommittees, and presenting on matters within the committees' jurisdiction at committee and subcommittee meetings. The incumbent also identifies policy issues impacting the judiciary's security and space and facilities programs and develops proposed actions to address those issues consistent with judiciary policy. The ideal candidate must possess outstanding diplomacy, interpersonal, organizational, analytical, and communication skills; experience working collaboratively with supervisors, colleagues, and external stakeholders; and have knowledge of federal courts and federal judicial administration. The duties of this position include, but are not limited to: Researching and preparing draft agendas, background materials, agenda items, committee reports, and other documents related to the biannual meetings of the Space and Facilities Committee and the Judicial Security Committee. Providing staff support to the Space and Facilities Committee and Judicial Security Committee to ensure that all matters involving each committees' jurisdiction are progressing in a timely and efficient fashion and stakeholders are being appropriately advised of actions being taken. Presenting and discussing facilities and physical security policy issues and questions with multiple stakeholders, both internal and external to the judiciary, including committee members, federal judges, local court executives, and executive branch partners. Managing the development, implementation, and execution of complex and multifaceted nationwide programs based on the policies integrated within the judiciary's over-arching facilities and physical security programs. Identifying and tracking legislative issues that may be relevant to the committees' jurisdiction. Drafting and coordinating responses to legislative inquiries related to the judiciary's facilities and physical security programs as well as developing and participating in requested congressional briefings on these topics. Researching and preparing draft agendas, background materials, agenda items, and other documents related to the biannual meetings of the Space and Security Advisory Council. Serving as FSO editor and policy liaison for processing and coordinating reviews and updates to the Guide to Judicial Policy and the AO Manual. Providing staff support on external studies and reviews of the federal judiciary's space and security programs, including those conducted by the Government Accountability Office. Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Experience: Applicants must also possess at least 2 years of post J.D. experience. Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Providing legal advice and guidance on a broad range of issues, procedures, and/or legislative matters as a practicing attorney for the federal government or private sector. Providing advice on complex legal and policy matters, such as regulatory compliance and program administration. Highly Desired: Experience serving as a federal law clerk. Familiarity with the federal court system. Familiarity with the court administration and operations. Education Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA).
