What is a Program Manager - Finance Transformation?
The Program Manager - Finance Transformation owns the financial infrastructure of Central Hudson's Enterprise Transformation Program (ETP) and is accountable for ensuring that the program's cost structures, funding mechanisms, work breakdown structures, and financial governance frameworks deliver measurable business value across the lifecycle of the transformation. This role serves as the authoritative voice on financial transformation strategy and execution, partners directly with the Manager, Portfolio Management & Business Strategy and corporate finance leadership, and operates as the single point of accountability for financial integrity, regulatory readiness, and value realization across the program.
What does a Program Manager - Finance Transformation do?
Accountable for the strategy, execution, and ongoing value of financial transformation initiatives within the ETP
Serves as a change agent for the Enterprise Transformation Program by championing adoption of new financial governance processes and reinforcing the case for change at all levels of the organization
Owns the strategy, roadmap, and execution of Direct Work Governance (DWG) implementation within the current mainframe environment, partnering with the DWG lead on funding project changes, data changes, and impact mapping across all affected applications
Defines and prioritizes the portfolio of financial transformation initiatives, balancing business value, regulatory requirements, and technical feasibility to ensure measurable outcomes
Maintains end-to-end accountability for the integrity of the ETP cost model, ensuring alignment between work breakdown structures, chart of accounts, and actual expenditures across all resource channels
Drives financial reporting strategy across internal staff, consulting, and vendor invoicing streams, ensuring program-level data is consolidated, accurate, audit-ready, and actionable for leadership decision-making
Anticipates and resolves financial integration issues across impacted systems before they reach production, leveraging deep institutional knowledge of the financial application landscape
Defines the financial documentation strategy for regulatory proceedings, ensuring full traceability from strategic intent through WBS to actual spend, and serving as the financial subject matter authority in DPS Staff interactions
Operates as the financial translation layer between the ETP and corporate finance, ensuring program structures remain compatible with enterprise-wide reporting and regulatory obligations
Conducts financial impact assessments and defines key performance indicators that inform leadership prioritization and measure value realization
Ensures compliance with applicable regulations and standards, including Sarbanes-Oxley and NYPSC reporting requirements
Provides support for storm restoration efforts
What does it take to be a Program Manager - Finance Transformation?
Required:
Bachelor's degree in Accounting, Finance, Business Administration, or a related field and 3+ years of experience in financial operations, accounting, or financial systems within a regulated utility or similarly complex environment
Proven ability to own and drive financial transformation outcomes from strategy through execution, including roadmap definition, prioritization, and stakeholder alignment
Deep working knowledge of chart of accounts structures, funding project management, and work breakdown structure design
Experience with financial application landscapes including mainframe-based systems and enterprise financial platforms
Demonstrated ability to manage cross-functional financial portfolios and resolve complex integration issues across multiple systems and stakeholder groups
Strong analytical and problem-solving skills with attention to detail in high-stakes, audit-sensitive environments
Proficiency with Microsoft Excel, including advanced modeling, pivot tables, and financial data analysis
Excellent communication and influencing skills, with the ability to translate financial information for both technical and non-technical audiences and to drive alignment across senior stakeholders
Results-oriented with strong problem-solving and decision-making capabilities, including the judgment to make trade-off decisions in service of business outcomes
Ability to work independently and lead through influence in a matrixed environment
Valid driver's license
Preferred:
5-7+ years of experience in financial operations, accounting, or financial systems within a regulated utility or similarly complex environment
Experience with New York Public Service Commission regulatory proceedings or similar utility regulatory environments
Background in accounts payable, general ledger, or enterprise financial system administration
Experience supporting large-scale enterprise transformation, ERP, or financial platform implementation programs
Product ownership or product management experience in financial systems or enterprise platforms
Experience with SAP or similar enterprise resource planning platforms
Familiarity with utility rate case processes and regulatory filing requirements
PMP, CSM, or similar program/product certifications
