Minnesota Housing is hiring! We're a mission-focused financial institution looking for a Section 811 PRA staff who will work alongside the Section 811 Program Manager as a co-lead for the purpose of defining policy related to program operations and the selection of Section 811 units.
This new position will assume the lead for activities that occur after a Section 811 PRA property has been selected. This includes the initial RAC process, coordinating with owners and stakeholders to ensure compliance with program requirements, and managing ongoing budget of the Section 811 rental assistance and work with the Program Manager in completing all required quarterly and annual HUD reports.
Essential Job Duties
Independently analyze, process and execute initial RAC's (rental assistance contracts), funding and contract renewals for assigned portfolio of 811 PRA properties in a timely and accurate manner.
Conduct an on-site review of assigned Section 811 PRA portfolio that consists of: physical inspection of the property; audit of tenant files; evaluation of owner/agent operating policies, procedures, and practices and assess compliance with HUD rules and regulations; provide one on one training and guidance on identified areas of concern.
Manage the budget analysis, approval and payment of monthly Section 811 PRA vouchers and associated repayment agreements, special claims and other adjustments in order to authorize timely disbursements of payments to property owners. This includes working closely with the accounting department to ensure accurate monthly payments are sent out to property owners.
Provide oversight of the Section 811 PRA rental assistance budget, renewal process and data reporting requirements.
Act as a co-lead with the Program Manager between the Multifamily Division, Housing Stability Division, Agency leadership in Federal affairs and DHS for the purpose of defining policy as it related to program operation and the selection of Section 811 PRA units.
Perform other duties as assigned.
Minimum Qualifications

Four (4) years of experience in federally subsidized housing (Section 8, Public Housing, Housing Choice Voucher) administration.
A bachelor's degree in business, finance, accounting, housing, real estate or community development/planning may substitute for one (1) year of professional experience - or - a master's degree in the listed fields may substitute for 18 months of experience.
Expertise in the HUD MAT Guide and HUD Handbook 4350.3.
Expertise in federal affordable housing programs, policy, rules, and legislation.
Proven ability to recognize and resolve conflicts and work with internal and external staff to provide a positive work environment, diffuse and retain control of volatile situations, build relationships, and resolve problems.
Skilled in analyzing information and identifying discrepancies.
Proven ability to take initiative and a leadership role to manage timelines, research ideas, recommend options for resolution, and implement solutions.
Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one's own world view and that different world views exist .
Preferred Qualifications
Experience conducting physical inspections in accordance with HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE).
Previous experience working with the Section 811 PRA program.
Previous experience performing file audits for federally funded properties.
Previous experience with HUD contract or funding renewals.
