Your Specific Responsibilities:
Under management supervision this position performs complex functions related to the financial management of assigned grants. This involves analysis of accounting data, identification of issues, development of resolutions, communication with appropriate staff and implementation of resolutions. This position must provide consultation and assistance to a variety of individuals, including but not limited to Department staff and management, state and federal auditors, federal grant managers, other state agencies, Executive Office of the Governor and legislative staff.
Under management supervision, this position is responsible for assigned grants and must prepare the analysis needed to generate the required financial reports. Analyzes awards, amendments, expenditures, encumbrances, financial activities, journal transfers and other information sources to ensure accounting information by grant, budget entity and fund is complete and accurate. Reviews and validates adjusting entries as needed. Prepares work papers incorporating grant expenditure analysis, adjustments, Subrecipient Enterprise Resource Application (SERA) detail, Notice of Funds Availability (NFA) amendments, grant awards, etc., for federal reports including Federal Funding Accountability and Transparency Act (FFATA). Ensures that all documents required to support the financial report are maintained in an organized manner. Monitors grant revenue, expenditures/invoices to ensure grant balances, advances, and payments are accurate and timely processed. Prepares federal reports in a timely manner for reviews to be completed and for the report to be submitted by the due date. Continues monitoring closed grants to ensure any additional activity is either reported or adjusted. Ensure all NFA amendments are reported and accounted for in the Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS).
Maintains a comprehensive knowledge of financial guidelines and requirements for assigned grant programs. This includes knowledge of corresponding federal and Department regulations, public laws, state statutes, the Florida Administrative Code, and Department accounting policies. Also includes knowledge of the state's accounting system including FACTS, the General Ledger master file, as well as related support systems including SERA.
Analyzes reports, accounting system data, federal treasury data and other sources of information to ensure accounting information is complete and accurate. Performs analysis to ensure programmatic activities are adequately funded. Reviews and analyzes reports and suggests improvements to reporting and processes. Coordinates with federal reporting unit on the reporting requirements on federal reports. Coordinates with disbursement unit and various offices regarding the research and resolution of fiscal issues and for the maintenance of all systems to accounting system interfaces.
Conducts financial reviews with grant manager, budget office, program area, etc. as often as required, but at least monthly. Ensures that SERA is maintained with up-to-date information for assigned grants. Develops and maintains desk procedures for assigned grants and processes.
Prepares special analytical reports, as requested, to assist management in making decisions. Reviews federal and state regulations to ensure continued compliance, identify changes, and make recommendations to update policies and procedures. Provides technical assistance to federal and state staff with grant related functions. Works with state and federal auditors in the conduct of their various audits. Analyzes, as needed, Department and State business systems to improve fiscal reporting and interaction with State's fiscal systems.
Conduct weekly and monthly FFATA reporting of grant amendment data into FSRS.
Conduct ongoing monitoring, maintenance, and validation of grant award and amendment data within state and federal systems.
Monitor financial activities pending approval within the SERA system to ensure processing timeliness and accurate approval steps.
Conduct ongoing monitoring of SERA system data for data integrity, data entry accuracy and data clean-up.
Compile and submit monthly reconciliation reports to applicable Department staff.
Knowledge, Skills and Abilities:
Working knowledge with federal and state financial record keeping systems.
Working knowledge with grant reconciliation processes and procedures.
Ability to work independently.
Ability to organize and prioritize work assignments and effectively manage multiple tasks.
Ability to establish and maintain effective working relationships with others.
Proficient skills in Word and Excel in working with data, create spreadsheets, use database systems, run reports and conduct related follow-up activities.
Ability to effectively communicate both verbally and in writing.
Ability to understand and apply rules, regulations, policies and procedures.
Pay: $45,000.00 - $55,000.00
