Responsibilities Provides interface with top departmental program and staff officials. Assures that matters and projects are developed at subordinate levels receiving the depth of review and coordination essential to meet the Director's objectives and are ready for action and endorsement. Participates, and often takes lead, in the preparation and review of briefing or decision documents, and reports that develop the information necessary to make decisions that represent the views of the Bureau of Land Management (BLM). Serves a special projects officer with responsibility for coordination and planning of special projects and events, which may involve the supervisor's participation. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: experience with large scale program and policy assignments; project management, leading change, providing advice and guidance to management officials; experience evaluating and assessing program results, processes, and environmental functions related to multiple-use land planning; experience producing written materials and communicating orally with various audiences (i.e., Members of Congress, Office of Management and Budget/OMB, Office of Personnel Management/OPM, headquarters and field staff, federal organizations, and the general public). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. The selectee may be allowed to telework with supervisor approval. This is a not-to-exceed 13 months detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
