Summary The VA CSP is the division of the VA Office of Clinical Science Research and Development (CSR&D) responsible for planning and conducting national multi-center studies. VA CSP has 40 years' experience providing collaboration for research design, statistical analysis, data management, regulatory, technical, education, and administrative coordination for clinical trials involving various scientific areas of research conducted to improve the health and care of the Veteran and the nation. Responsibilities GS-13: Duties include: Developing leadership councils, team activities, and motivational approaches. Working closely with the national CSP Coordinating Centers to maintain the global standard operating procedures (SOPs) that have been developed for the Cooperative Studies Program. Monitoring patient consent and privacy authorization forms to assure they are compliant with Good Clinical Practices (GCP) and VA policies for the conduct of medical research. Developing programs to insure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Monitoring and overseeing the implementation of the quality management program. Developing plans and programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. Overseeing the regulatory and clinical compliance of all clinical research studies at the Center. Overseeing the daily operation of the QA Section, ensuring that agency policies and priorities are being followed. Maintaining the central files for all IRB (central and local) actions taken in conjunction with studies coordinated by the Center. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR (For positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Examples of specialized experience would typically include, but are not limited to: Experience supporting clinical research or healthcare compliance within a regulated environment.; Experience supervising staff or leading workgroups, providing technical guidance, and supporting workforce development.; Experience contributing to or maintaining quality assurance programs, SOPs, and quality improvement initiatives; Experience administering regulatory, clinical compliance, QA/QM programs for multi-site national clinical trials.; Experience developing and maintaining SOPs, quality indicators, audit programs, and corrective-action strategies for large research organizations; Experience with clinical research oversight, including auditing, regulatory tracking, IRB processes, and compliance monitoring; Experience with IRB processes, routine audits, or maintaining study files under supervision.
