The University of Colorado Boulder invites applications for a Construction and Facility Project Manager! This role supports and manages the College of Arts & Sciences' Infrastructure Office (CASI) with project management services for construction and space related projects in the A&S portfolio. This position is also responsible for administrative support of the Infrastructure Office and College with services such as document control, access control and property disposition.
From small to large construction and renovation projects, the Construction and Facility Project Manager determines the scope of work, estimates, cost control management, and provides instructions to hired consultants and contractors for the timely alteration, modification, maintenance, and repair of A&S buildings. As a client advocate this role develops, manages, and analyzes budgets and master schedules, and ensures the smooth delivery of construction and space related projects.

Who We Are
CASI is Arts & Sciences' (A&S) department that manages the real estate allocated to it by the Provost's Office. Our mission is to provide equitable construction owners representation and space management services to A&S so that the College can function at its best. A&S is in 70 buildings on the CU Boulder Campus, which adds up to over 1.1 million square feet of assignable space. It is the responsibility of CASI to solicit for and lead the execution of construction projects that assist in the care of A&S' portfolio. CASI's works with A&S partners to manage its allocated space in compliance with campus space policies through construction projects and the needs of departments. CASI also works with A&S' team of professional building managers and building proctors to assist in the day-to-day management and facilities functions of its real estate portfolio.
What Your Key Responsibilities Will Be
Construction and Space Management: This position will be responsible for non-capital construction (up to $2 million) including:
Design Team Selection
Design Coordination
Client Interface Coordination
Budget Management
Schedule Management
Move Management
Furniture / Equipment Procurement
Impact / Outage Coordination
Closeout Tracking
Point of Contact for Procurement via Marketplace
Review proposed process improvements to meet or exceed customer expectations
Develop project scope statements in consultation with clients and other project personnel such as architects and engineers
Coordinate with Facilities Management, building proctors and occupants, in addition to auxiliary services such as EH&S, OIT and Parking Services
Evaluate scheduling needs, compile data from numerous sources and develop a master project timeline for projects for which this position is responsible for.
Monitor schedule and adjust as necessary to deliver projects on time
Determine when additional effort is required to keep the project on schedule and act if work falls behind
Prepare budget estimates to give clients magnitude of cost for proposed projects
In consultation with the Assistant Dean of Infrastructure this position will have fiscal management responsibility of the project budgets and adjustments for maximum effectiveness when necessary
Negotiate costs of services with consultants, contractors, and suppliers
Maintain a computer-based budget worksheet and update status on a regular basis
Provides effective construction management of assigned projects within the University system by coordinating all activity on these projects, including feasibility analysis, programming, preliminary studies and development of alternative solutions, code review, project design, development of contract documents, preparation of project estimates and budgets, solicitation, receipt and evaluation of project bids for award to the lowest, responsive, responsible bidder, construction administration, site observation of construction, management of the project budget, and project close-out
Support the Assistant Dean of Infrastructure on space-related duties including acting as the master user for the space management platform, ad hoc reporting, support CAS master space planning, and conducting space audits
Handle the Request for Proposal process, prioritization, and reporting on internal and external funding solicitations.
Solicit proposals or qualifications as necessary
Create and negotiate mutually acceptable terms and conditions
Prepare consultant and contractor contracts
Obtain appropriate approvals
Amend contracts as applicable
Monitor activities of consultants and contractors for conformance to contract terms and conditions
Infrastructure Office Administration
This position will be responsible for administrative duties including:
Document Control.
Updating and archiving of project documents and MOU's.
Access Control.
Facilitation of badge access and key requests.
CU Property Management.
Disposition of furniture and equipment.
Building Proctor: Act as Building Proctor for Old Main and Grandview Cottage, including the following duties:
Coordinate construction, outage, and repairs.
Keep occupants advised of outages or potential disruptions by following appropriate policies and procedures.
Act as Facilities Management's Single Point of Contact for these buildings and the various work orders.
Sustainability Officer: Develop and run sustainability of the College of Arts and Sciences construction program, Including:
Paperless initiative.
Construction waste recycling program.
Sustainability incentives for green lab/office practices.
Sustainable transportation.
Ensure compliance with federal, state, and local laws and guidelines.
Safety Officer: Refine the existing A&S safety program plan, which can include:
Maintain safety related forms and logs.
Analyze materials to be used on site to ensure proper signage and disposal methods are in place.
In collaboration with the CU Police Department, Environmental Health & Safety, and Facilities Management, this position identifies safety related issues and risks. Once risks are identified, the Project Manager will work with project leadership and other collaborators to design solutions to mitigate the exposure to those risks.
What You Should Know
This is a two-year appointment
Hybrid Schedule: At least 3 days a week on campus per campus and college policies and guidelines. This is subject to change based on the business needs of the department. Employee will be expected to be on campus Monday-Friday during onboarding, training, and/or professional development events/meetings.
Work Hours: 8:00 AM - 5:00 PM, Monday - Friday

The annual hiring range for this full-time position is $70,900-$73,000.

What We Require
Bachelor's degree in a related field or a substitution of an equivalent combination of education, training and experience. For instance, journeyman or master licensure is applicable and will count toward equivalent experience.
3 years of progressive job-related experience in a construction management setting.
