Description of Job
The Work Unit:
The Division of Environmental Health and Sustainability (DEHS) comprises 13 units implementing a variety of programs to protect and improve Colorado's environment and human health. The division delivers services that:
Assure safe food from production to consumption through our milk, manufactured food, hemp and retail food programs;
Maintain acceptable conditions in schools, swimming pools, child care facilities, state correctional facilities, and tanning facilities;
Protect land, water and air quality resources affected by the agricultural animal feeding industry;
Improve Colorado's environment through programs to conserve and reuse resources, prevent pollution, and advance the principles of recycling and sustainable development; and
Provide epidemiologic research, public health surveillance, and toxicology and risk assessment information to the department's environmental and public health programs, local governments, and industry to inform decisions and policy development.
What You Will Do:
The Division Director oversees all division activities and functions. In partnership with other senior managers and program and unit managers, this position establishes the division's strategic direction in alignment with department-wide goals, ensures achievement of short-term and long-term objectives, develops and implements statewide policy initiatives, and manages funding, operations, and staff resources and capacity. The Division Director mentors staff and ensures professional development so that succession planning is in place for all programs and functions within the division.
The position supervises staff that directly oversee compliance with numerous state rules and regulations adopted by four of the department's Type 1 boards and commissions: the State Board of Health, the Water Quality Control Commission, the Solid and Hazardous Waste Commission, and the Air Quality Control Commission.
The Division Director is part of the Department's Leadership Team and functions to advise the Executive Director, the Director of Environmental Health and Protection, the Deputy Executive Director, and the Chief Medical Officer on a wide variety of issues, including issues related to: hemp; food safety laws and regulations; strategies to mitigate impacts of foodborne illness; toxicology and environmental hazards; and sustainability and strategies for greening businesses.

Experience Only:
Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with public or business administration, or environmental science establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.
OR
Education and Experience:
Graduation from an accredited college or university with a bachelor's degree in business, public health, public administration, engineering, or physical, natural, or environmental science or closely related degree;
AND
Six (6) years of professional experience in organizational leadership, and/or administration of programs. Qualifying experience includes leadership and management in non-profit organizations, government programs, public health programs, health systems administration, or similar. Experience must include strategic or implementation planning, budget development and management, and leadership and development of teams.

Experience using organizational performance monitoring systems;
Experience using data, evidence, and evaluation to plan strategy, objectives, and action plans in group settings;
Experience with public speaking;
Experience with state or federal legislative and/or rulemaking processes;
Experience using data to monitor the impact, strengths, and weaknesses of strategies;
Experience managing complex operational systems, including implementation of policies, procedures, and monitoring;
Experience building and maintaining diverse partnerships, establishing collaborative goals, and resolve conflicts;
Professional experience navigating high profile, visible, politically charged, and/or controversial situations.
CONDITIONS OF EMPLOYMENT:
This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need. *Please note: These working arrangements are subject to change based on CDPHE's business needs. The position will be expected to work on site, when needed, at 4300 S Cherry Creek Dr Glendale, CO 80246.
