Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent is responsible for planning and managing the design and sustainment of computer applications for Information Management Directorate, Automated Transportation Systems Division, G6 Information Mission Area within the US Army Transportation Agency (ARTRANS) Headquarters. Responsibilities Conduct Information Technology related studies and/or exploratory projects. Resolve technical design issues using system software specifications. Modify existing applications to accommodate user requirements or new advances in software technology. Ensure that documentation reflects the interface with data collection, scheduling, production, or product distribution procedures. Communicates with customers to exchange technical information, resolve problems, and coordinate with and advise end users. Recommends and provides justification for needed program automation and system design studies. Specialized Experience for GS12: One year of specialized experience which includes 1) Overseeing (i.e., design, development, coordination with other developers) Information Technology (IT) software development for a large directorate/organization; 2) Providing technical guidance to other programmers/team members on software program structures to improve design techniques and approaches; and 3) Analyzing IT software program specifications to ensure life-cycle management and system reliability. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS9: One year of specialized experience which includes 1) Assisting with the development IT software applications; 2) Updating and maintaining IT software applications; and 3) Advising end users on system functions and problem resolutions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Education Continuation of Qualifications: Specialized Experience for GS7: One year of specialized experience which includes 1) Researching design or development data for new or modified software; and 2) Assisting senior IT Specialists with programming language or specifications. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Technology. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
