I. SUMMARY
The General Manager directs, plans, organizes, coordinates, and manages the programs and
general operations of the Sitka Tribe of Alaska, within the available resources, as directed by
the Tribal Chair. The General Manager carries out the directives and policies of the Sitka
Tribal Council. The General Manager supervises each of the Department Directors, , and as
vacancies occur among Directors, the staff that the Director supervises.
II. ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Supervision and Authority
Supervise department directors, managers, executive assistants, , and administrative
assistants, and as vacancies occur among director positions, any staff the director
supervises
Ensure that the STA Handbook, Ordinances, and other policies and procedures are
followed; coordinate with staff to ensure that appropriate training opportunities and
funding are available and pursued by staff
B. Budgeting
Prepare the annual budget for the Council to review/approve in collaboration with the
Finance Director, Tribal Attorney, and department directors
Manage and/or assist staff in managing existing departmental compact-funded, grant
funded, or enterprise programs and program budgets. The General Manager is also
directly responsible for monitoring the Administration budget, the Tribal Council
budget, and the Gaming Budgets
Administer the approved operating budget by monitoring expenditures and
recommending justifiable changes to STA's structure and goals. Take corrective action
as necessary to stay within the approved operating budget
Ensure fiscal accountability and responsibility. Ensure the Finance department provides
accurate financial reports; work with the Finance Director and Council to select
independent auditors and ensure audits are submitted to the federal government on the
timeline dictated by the federal government (currently 9/30 of each year subsequent to
the year being audited)
C. Grants
Collaborate with department directors to identify funding opportunities and pursue
grants that support STA programs and services.
Recruit and oversee staff responsible for reviewing grant for accuracy and
professionalism prior to submission.
Develop, present and negotiate funding proposals with local, state, federal, and private
organizations
Initiate and negotiate contractual agreements with local, state, federal, and private
agencies and other funding sources; execute contracts and other commitments as
authorized or delegated by the Tribal Chairman
Ensure full compliance with tribal, state, and federal requirements of grants regarding
expenditures and reporting
D. Tribal Committees
Ensure appropriate staff provide staff support/coordinates the Committees established
by the Tribal Council, that minutes of meetings are kept, and recommendations from the
Committees are forwarded to the Council in a timely manner
Serve on any committee requested by the Tribal Council. Current committees consist of
the Finance Committee and Enrollment Committee
Attend Committee meetings as workload permits to ensure committees are being
appropriately utilized and staff are timely submitting action items to the Council for
consideration
E. General Duties
Successfully implement the directives and policies of the Tribal Council. Assist the
Tribal Council with decision-making and policy-making
Work with the Council, Tribal Attorney, and appropriate directors to develop, review,
and revise ordinances, policies and procedures for existing and new programs and
services as needs arises
Review letters drafted by staff for the Chairman's signature prior to those going out;
route a copy of correspondence to the Tribal Council monthly
Establish with the Council long-term and short-term organizational goals and
objectives. Work with staff to prepare and submit annual strategic planning
documents to incorporate into the Councils annual strategic implementation plan;
ensure departments know and understand and try to accomplish the Councils long
term and short-term organizational goals and objectives. Review the
goals/objectives with staff annually. Ensure staff submits on a bi-annual basis (mid
year and end of the year) progress reports to the Council which are reviewed with the
Council, as appropriate, during the bi- annual retreats
Ensure staff operate programs efficiently and effectively, and that goals/objectives
are met on an annual basis
Oversee all legal issues affecting the Tribe in conjunction with the Tribal Attorney;
prioritize and approve legal issues that the Tribal Attorney focuses on in conjunction
with the Tribal Council. Protect the assets of the Sitka Tribe of Alaska
Represent Sitka Tribe of Alaska and maintain positive relations with other tribal,
state, federal, and local governments, public agencies, Tribal Citizens, the general
public, and the media
Serve as a point of contact with the media. The General Manager is authorized to
make public statements on behalf of the Tribe as well as the Tribal Chairman; ensure
statements that staff members make are professional and appropriate to the issue
Treat STA Council, staff, Tribal Citizens, and the general public in a respectful
manner
Maintain positive staff morale
F. Meetings, STA Reporting, and Professional Conduct
Host Department Director meetings, individual meetings with Directors/Managers,
and staff directly under the GM
Attend Tribal Council meetings, special meetings, work sessions, executive sessions,
and semi annual government-to-government meetings with the Forest Service,
National Park Service, and City and Borough of Sitka; the Tribe is responsible for
hosting one of the meetings per year with the federal agencies - ensure staff
coordinates that meeting
Attend monthly administrative government-to-government meetings with the City
administration, and any other governmental agency staff meeting requested by
governmental agencies
Attend quarterly finance review meetings with the Administration staff and Tribal
Attorney
Attend other meetings as scheduled or requested by the Chairman
Prepare monthly reports of activities to the Council. In collaboration with the
Finance Director, prepare quarterly budget forecasts and expenditures for the
Finance Committee and provide information to the Council
Work closely with the BIHA Executive Director to ensure regular reporting to Tribal
Council on their programs
Receive, review/edit, and quarterly/semi-annual reports from Program staff to keep
the Council informed on operations.
Prepare annual updates (quarterly if appropriate) on activities to appear in the Tribal
newsletter
Maintain a professional appearance in the community at all times
Other duties as assigned by the Chairman
III.
MINIMUM REQUIREMENTS
A. Education
Master's degree or equivalent; OR
Bachelor's degree with four (4) years of experience working in a similar position
B. Experience
Demonstrated budgeting experience with multi-million-dollar budgets
Previous experience directly supervising for at least three years a minimum of
twenty (20) employees and management of an agency/tribal government that
employs at least thirty (30) employees
Successful experience writing and managing large contracts and grants.
