The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The NCSB is seeking a Service Member, Veterans, and Family Liaison (SMVF) - Administrative Assistant I to serve as the primary point of contact for SMVF seeking access to services through the NCSB. This position is responsible for facilitating timely and appropriate connections to behavioral health, crisis, and support services, while also building and maintaining strong relationships with community partners and stakeholders that serve the SMVF population.
Department Hiring Salary Range: $49,152-$56,403
Essential Functions
Essential functions include but are not limited to:
Serve as the primary point of contact for service members, veterans, and their families seeking access to NCSB services, providing culturally competent support and guidance.
Conduct outreach and navigation to connect SMVF individuals with appropriate services within NCSB or through external community providers.
Make referrals to internal programs (e.g., behavioral health, crisis services) and external agencies (e.g., VA, veteran service organizations) based on client needs.
Track engagement and service outcomes, maintain accurate records, and prepare reports to evaluate trends in SMVF access and service utilization.
Build and maintain relationships with local, regional, and state stakeholders serving the SMVF population, including participation in coalitions, task forces, and community events.
Collaborate with internal teams to ensure coordinated care and warm handoffs for SMVF clients across departments and service lines.
Provide training and presentations to staff, community partners, and stakeholders on military culture, SMVF needs, and available resources.
Maintain up-to-date knowledge of SMVF-related services, benefits, and systems of care to ensure accurate information and referrals.
Utilize technology tools (excluding EHR) to support data tracking, communication, and reporting functions.
Represent Norfolk CSB at public events, outreach activities, and stakeholder meetings to promote awareness of services available to the SMVF community.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
One year of general office work experience. A bachelor's degree or above may substitute work experience (as approved by the department).
Preferred Education/Experience:
Work requires broad knowledge in a professional business field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Two years' experience in data analysis or related field, or an equivalent combination of education and experience.
Veteran status with an honorable or general discharge under honorable conditions
Additional Information & Requirements
May require ability to qualify for Virginia Crime Information Network (VCIN).
Driver's License not required.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
