Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will serve as a Contracting Officer for acquisition of significant systems, hardware, software, services, research and development, or contractual programs. You will perform as the focal point for all contractual actions and phases of the acquisition including initial planning, requirements definition, cost and price analysis, negotiation, award, and administration. You will work with representatives of major customers to explain the need for proactive acquisition strategy development and assists them in developing approaches to particular acquisition objectives. You will plan, organize, and direct activities to ensure objectives are met and contracts are executed in a timely manner per established plans and supervisor's direction. You will advise program officials of the procurement objectives to be used and assists in the preparation of statements of work. Prepares determinations, findings, and solicitation documents. You will negotiate or serve as chief negotiator of a negotiation team for assigned contracts. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing pre and post award contracting actions, including planning innovative acquisition strategies, developing solicitations, negotiating proposals, awarding contracts, and performing contract administration functions for a variety of complex service and supply acquisitions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Additional Information Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations. This position is covered by the Department of Defense Priority Placement Program. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
