Summary The position is located at a Department of Veteran Affairs (VA) medical facility. The purpose of the position is to perform administrative functions that include administration, human resources management, budget and finance, management analysis, office support services, document control, and logistics, in support of the Chief Nurse(s) in Nursing Services. The incumbent reports directly to the Chief Nurse of assigned Nursing service. Responsibilities The core duties of the position include the following: Interprets administrative policies, develops local policies, defines administrative requirements, provides advice to management on related issues. Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms. Identifies and resolves process issues which may affect the service's ability to meet program goals and target performance measures. Assists in preparing and evaluating future scheduling projections and anticipating future workload requirements to forecast appropriate staffing levels. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Obtains and monitors the use of services, supplies, and equipment to include contract management. Serves at the service point of contact for all human resources actions; ensures the movement and timely completion of all hiring actions. Assists service with tracking and completion of required competencies, staff training, and required employee documentation: annual reviews and proficiencies. Collects, analyzes, and prepares data reports to support data-driven decision making. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Provides administrative planning and oversight for a variety of programs to ensure survey readiness and compliance with VA initiative and accreditation bodies such as The Joint Commission, OIG, and Long-Term Care Institute. Establishes budget processes for the Service; analyzes and interprets pertinent financial data such as contracts, productivity, overtime expenses, and running balance reports. Prepares detailed requests for Resource Management Committee consideration (new position, vice position) that include sufficient data and justification to warrant approval.
