Description of Job
This position is a Project Representative within the Facility Management Services (FMS). FMS manages construction projects within the Colorado Department of Corrections (CDOC). Elements of this unit include long term planning of new construction, overseeing modifications to existing facilities, managing energy and utility services, and establishing design and safety standards in conjunction with physical plant, operational guidelines, and programming needs.
Primary duties and responsibilities include, but are not limited to:
Determine and develop facility specific strategies, processes and operations necessary to execute the construction of new facilities and the renovation, upgrade and controlled maintenance of existing facilities;
Assist in developing professional services contracts to include Request for Qualifications (RFQ), proposal submittals, interviews and selection for division director's approval;
Review contract documents in all phases of development for completeness, appropriateness and cost/standard compliance, negotiates contract modifications;
Distribution of contract documents to departmental committees and regulatory review authorities and ensure input incorporation by design professionals;
Develop and track project schedule and budgets throughout the lifespan of the project, identify moveable equipment needs and prepare for procurement;
Ensure contractor compliance to contracts and resolution of contract disputes and non-performance issues;
Develop project budget allocations and schedule consisting of approval/authorization, resolution and negotiation of conflicts to ensure project completion within time and cost constraints, and review of pay applications, change orders and contract amendments;
Oversee the work of contracted consultants to include program management, design, engineering, life/safety, environmental and construction management/general contractors and monitor daily progress and assure contractor warranty obligations are met;
Routinely visits facility construction sites to meet with contractors, architects, engineers and facility staff and to oversee inspections of construction progress, code compliance, evaluate contractor's scheduled progress and payment requests and assist in implementing facility transition for maintenance and move-in;
Direct project close-out, compiling and assessing facility recommendations for FMS collaboration in the development of Capital Construction and Controlled Maintenance requests

MINIMUM QUALIFICATIONS:
Experience Only:
Professional experience in construction management (must include managing the planning, design and construction of projects, from beginning to end), equal to seven (7) years.
OR
Education and Experience:
A combination of related education (including Architecture, Engineering, Construction Management, Business Management, or a closely related field) and full-time,*professional experience in construction management (must include managing the planning, design and construction of projects, from beginning to end), equal to seven (7) years.

The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior, in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.

Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics.

Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment

The CDOC is committed to a work environment free from illegal drugs and alcohol. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.
