Summary The position serves as the Lead Accounting Technician at the VA Northern California Health Care System, Fiscal Service in the Accounting Section. The position involves a variety of complexed and specialized accounting transactions in support of fiscal mission. Responsibilities Duties for the may include but not limited to: Leads 7. 0 Accounting Technician, GS-0525-6/7, Accounting Technicians at the VA Northern California Health Care System, Fiscal Service, Accounting Section Serves as Work Leader by identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, and assures timely accomplishment of the assigned workload. Makes day-to-day adjustments to accomplish the workload in accordance with established priorities. Observes workers' performance; demonstrates and conducts work performance critiques. Provides individual and team training in specific tasks and job techniques and provides on-the-job training in accordance with established procedures and practices. Answers team member's questions concerning work processes and procedures, policies, and directives. Develops work improvement plans, recommending personnel actions as necessary. Provides information to the supervisor as requested concerning promotions, reassignment, recognition or outstanding performance and personnel needs. Approves leave for a few hours or emergencies. Due to his/her role of lead must perform all the duties of the Accounting Team plus assist with the duties of the Accountants in their absences. Can be designated to substitute for all accounting staff positions in their absences. During peak periods and special accounting projects he/she assists the staff member in the performance of their duties. Assisting in processing accounting rejects from FMS or IFCAP accounting systems, but also assessing problem areas and suggesting changes to improve the overall accounting system and structure at the Medical Center. Assist in setting up procedures, processes, and a monitoring and reporting system to assure that all day-to-day accounting workload is completed. As technical advisor for all accounting transactions, the incumbent is responsible for cost transfer transactions to include FMS EB, EW and ET transactions, other transactions as assigned. Serves as the first line for handling accounting issues that arise from within the Medical Center, Austin Financial Services Center, or accounting technicians. Provides information and training to Medical Center staff related primarily to include 1358's, purchase cards, 2237's, fund control points, cost centers and budget object codes. Performs the Agent Cashier monthly reconciliations. Serves as backup for the more difficult monthly reconciliation such as general ledger and subsidiary accounts to assure that the accounts are in balance, verifies corrected copy, and recommends changes in procedure to prevent a recurrence of the problems.
