Summary
The Senior Director of IT Planning & Governance leads enterprise-wide oversight of technology asset lifecycle management, IT financial governance, and investment planning across on-premise and cloud (FinOps) environments. This role is responsible for driving transparent financial operations, aligning technology spending with business priorities, and guiding strategic investment decisions.
The Senior Director also holds overall accountability for IT governance, risk, and compliance, serving as the primary liaison for internal and external audits and ensuring consistent adherence to IT policies, internal controls, and regulatory expectations. The role manages strategic relationships with business and corporate functions to ensure alignment on standards and expectations and to support strong, consistent IT governance, risk, and compliance practices. The role also provides executive advisory support to the CIO and IT leadership.

Responsibilities
Lead prioritization of IT project portfolios and funding. Continuously refine the prioritization of IT budgets aligned to business needs, technology roadmaps, risk and available resources. Ensure high customer satisfaction in the prioritization of IT spend.
Lead project and portfolio management capabilities. Continuously refine project execution maturity and delivery of new capabilities on-time and on-budget, including working with the project management office (PMO) to improve system development life cycle processes for speed, efficiency and reliability.
Manage a 5 year roadmap of capital and expense budgets and current year forecast accuracy.
Manage funding requests and expense approvals for budgeted funds.
Oversee IT employee and contractor/vendor staffing - tracking, planning and fund allocation, in collaboration with HR, Sourcing and IT leadership.
Manage IT metrics for employee satisfaction and IT performance.
Conduct IT maturity assessments and lead efforts to increase maturity through prioritization of IT funding.
Lead training and development for IT employees to increase IT maturity.
Make on-going recommendations to improve existing business processes and IT policies, procedures and controls. Oversee the refresh and improvement of IT policies.
Develop and lead matrixed teams through influence. Champion development opportunities for high potential employees.
Manage the performance and development of IT Strategic Planning staff; establish work performance goals and review their individual goals.
Work with Enterprise Risk Management to conduct an annual IT risk assessment program.
When deemed necessary, work with internal audit to conduct policy and procedure audits to ensure compliance in order to reduce risks, and support of the Authority's internal controls and corporate governance. Ensure all IT internal control processes and internal policies and procedures are tested and effective.
Prepare analysis and periodic reports as required by the CIO.
Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority's (NYPA's) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA's Asset Management Policy CP XX-X.
This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).

Ability to lead teams to get things done quickly and have fun doing it.
Education, Experience and Certifications
Bachelor's degree in business, accounting, finance, or related discipline required; advanced degree preferred.
10 or more years of experience, in a combination of IT, finance, accounting, budgeting, and project management preferred.
Minimum 3 years' experience managing employees/leading a team
Minimum 3 years management experience in an IT environment preferred.
Minimum 3 years of experience in prioritization of IT portfolios and successful management of budgets with a high degree of forecast accuracy is preferred.
Experience in enterprise architecture is preferred
Utility and/or public sector industry experience preferred.
May require certifications and licensures needed to meet Energy industry, federal, state, or local regulations.
Physical Requirements
The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is:$189,000 - $250,000. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
