Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Safety Branch (Code 1024) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will serve as the Explosive Safety Officer providing Division Newport Management providing professional, technical advice, and counsel regarding compliance with Navy Explosive Safety Standards. You will review Explosives Standard Operating Procedures (SOP) ensuring that they meet the requirements. You will review the employee's qualification/certification records and observes explosive operations to validate that personnel using these procedures are qualified and certified to do the work. You will conduct pre-operational checks when required and ensures all safety regulations are properly addressed; prepares special instructions for the operations, maintenance, and testing of explosive devices used in Weapons Systems Equipment. You will work with Naval Ordnance Safety and Security Activity (NOSSA), Chief of Naval Operations (CNO), on obtaining site-approvals for explosive operations at Newport, other locations on both the east and west coasts of the United States. You will as the Division's Explosive Safety Officer, are responsible for the technical inputs needed to manage the Explosive Safety Program and will be required to periodically brief the Commanding Officer and senior management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing Management with professional advice, technical advice and counsel in all areas, regarding compliance with Navy Explosive Safety Standards, procedures, policies, and acceptable levels of risk with regard to explosive operations, storage, and disposal at Naval Undersea Warfare Center Division, Newport and Atlantic Undersea Test and Evaluation Center (AUTEC) facilities. Education Additional Information You will be required to obtain and maintain a current Explosive Certification within 6 months of employment. You may have exposure to hazardous weather or terrain with exposure to excessive heat or cold, humidity, excessive dampness or chilling. You will have exposure to explosives. You will be required to lift moderate of 15-44 lbs. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
