Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Administrative Officer) in the HM&E NAVIGATION, NETWORKING, & AUXILIARY CONTROL SYSTEMS DIVISION, Division 54, within the HM&E CONTROL, NAVIGATION, NETWORKING & CYBER ENGINEERING DEPT, Department 50, of NSWC PHILA DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12. Responsibilities You will be responsible for providing the full range of management services essential to the operation of the organization and the support necessary to accomplish the organization's mission. You will analyze and evaluate work related to the program/project management to identify trends and issues. You will develop work operations and progress plans to achieve management's objectives. You will develop new/modified work methods, organizational structures, management processes, and administrative procedures for assigned programs. You will plan, schedule and conduct projects to evaluate and recommend improvement to effectiveness and efficiency of work operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalent) in the Federal service, or in the public or private sector planning, scheduling, coordinating and carrying out administrative/operational support functions and supporting projects or program operations which impact the organization through their implementation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The following education may be substituted for specialized experience at the NT-04: A Ph.D. or equivalent doctoral degree. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR An LL.M. degree that is related to the position being filled. OR A combination of experience and graduate education as described above that equates to one year of experience.
