Responsibilities Summary: The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Maintenance Training Flight. As Chief, Maintenance Training Flight, plans, organizes, directs, and provides overall managerial supervision to the Maintenance Group (MXG) Training Program for the MXG Commander, who establishes overall program implementation processes to achieve objectives through the supervision and management of the Maintenance Training Device (MTD), Training Management/Formal Schools, Scheduling, Maintenance Qualification Training Program (MQTP), and MXG Unit Training Managers. Duties Plans, organizes, and directs the activities of 305th Maintenance Group, ensuring that 305th Maintenance Training Flight complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 305th Maintenance Group with a variety of installation and functional area organizations. Program Quality. Responsible for planning, managing, and performing QA surveillance of C-17 and KC-46 Maintenance Training Devices (MTD) Contracted Logistics Support (CLS). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of C-17 & KC-46 aircraft maintenance and skill-level upgrade training programs. Knowledge of safety and security regulations, practices, and procedures. Knowledge and application of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques to plan, develop, and implement QASP for contractor services on MTD systems. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
