The City of Stockton Community Services Department (CSD) is seeking a Marketing and Social Media Analyst II to support and elevate the Department's digital presence, public engagement, and brand identity. This position plays a key role in shaping how the community experiences and connects with City programs, services and events. The incumbent will also have a role in elevating the Community Services Department's visibility, strengthening its brand, and connecting the community to programs, services, and hidden gems that enhance the quality of life for the City of Stockton.
The ideal candidate will be responsible for brand development and stewardship, storytelling that reflects community impact, creating and managing content across social media, websites, and other digital platforms to keep the public informed about City programs, services, and events. In addition to marketing CSD as a key element in public safety, the role works closely with staff across divisions to gather information, develop clear messaging, and ensure communications are accurate, consistent, and aligned with the City's goals.
The ideal candidate has strong writing and organizational skills, data driven decision making, understands analytics, experience in rebranding efforts, ability to translate CSD's mission, values and community impact into a cohesive brand voice and visual presence. The incumbent should understands the importance of two-way engagement not simply posting but responding, listening, building trust with local networks, managing multiple projects at once, and is comfortable in reaching out to diverse and underserved communities.
THE COMMUNITY
Located in California's great Central Valley, Stockton has grown from a community with rich agricultural roots to an urban destination with a rich arts and culture scene, fine dining, shopping, sports, recreation, and family activities. With a multi-ethnic and multi-cultural population of over 320,000 residents, Stockton is the 11th largest city in California. It is centrally located 60 miles east of the San Francisco Bay Area and 45 miles south of Sacramento, offering an easy and scenic drive to numerous world-famous attractions such as Lake Tahoe, Yosemite National Park, and the California Coast. In addition, Stockton has many local natural resources, including the San Joaquin Delta. Stockton Center, and San Joaquin Delta Community College, Stockton offers a variety of private and vocational schools. Year-round events and activities make Stockton a destination for venues and attractions such as the award-winning Stockton Flavor Fest, Annual Jazz Brubeck Festival, the Haggin Museum, Bob Hope (Fox California) Theatre, Children's Museum, and the Stockton Symphony. The 10,000-seat multi-purpose, waterfront Stockton Arena is home to the Stockton Kings - the G-League affiliate of the NBA Sacramento Kings. THE ORGANIZATION
The City of Stockton is a full-service, Charter city with a Council/ Manager form of government. The Mayor is elected citywide, and the six Council members are nominated and elected within their respective districts. The City is one of the largest employers in Stockton with 1,790 full-time employees and has a FY 2024-2025 annual budget of $955 million. The City Council directly appoints the positions of City Manager, City Attorney, City Auditor, and City Clerk. All other departments report to the City Manager, including Administrative Services, Human Resources, Community Services (Library and Recreation), Economic Development, Public Works, Information Technology, Municipal Utilities, Fire, Police, and Community Development. Stockton's organizational culture is based on high performance, trust, and collaboration, and the executive management team is characterized by highly skilled, experienced leaders.
THE DEPARTMENT
The Community Services Department provides programs and services that support healthy, educated, and connected communities across all age groups. Services are designed to meet diverse community needs, including services for youth, seniors, at-risk populations, and residents with limited resources or language barriers.
R ecreation - The Recreation Services Division provides programs, facilities, and services that enhance the health, wellness, and quality of life of Stockton residents. Through youth and adult sports, senior services, after-school programs, camps, nutrition programs, and community events, Recreation promotes physical activity, social equity, and community engagement. The division operates community centers, sports fields, pools, and specialty facilities while working with community partners and volunteers to strengthen neighborhoods and expand access to recreational opportunities citywide.
Library Services - The City of Stockton, in partnership with San Joaquin County, operates the Stockton-San Joaquin County Public Library system, a regional multi-branch network that provides educational, literacy, and technology resources to residents throughout the county. The library offers access to books, digital media, research tools, public computers, internet services, workforce and educational resources, and thousands of free community programs each year for children, teens, and adults. Library services play a critical role in supporting lifelong learning, bridging the digital divide, and strengthening community connections through accessible and welcoming public spaces.
The incumbent will work a City of Stockton 9/80 schedule: 7:30am - 5:30pm Monday through Thursday; 8:00am - 5:00pm Fridays, with every other Friday off.
This is an At-Will (unclassified/unrepresented) position. Only those applicants who best fit the needs of the City will be referred to the hiring department. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting. Additionally, this position is onsite at the City of Stockton. The candidate must be able to report onsite on a full time basis.
Under direct supervision, this position is responsible for assisting the Social Media Manager and/or assigned department head in promoting the City's strategic communications and marketing plan; implementing marketing and social media strategies to enhance the assigned department's presence in and engagement with the community; and performs related work as assigned .
CLASS CHARACTERISTICS
Social Media Analyst II is the journey level class in the Marketing and Social Media professional series. Incumbents at this level are well-rounded communications professionals with experience in all forms of digital media (social, video, web) as well as print materials, media relations, marketing, internal communication, and crisis communication. Positions in this class may be responsible for providing technical and functional direction and training to lower-level staff. This position is distinguished from the Marketing and Social Media Manager as the latter provides oversight and supervision of the City's overarching communications strategy and marketing objectives.
PRINCIPAL DUTIES (Illustrative Only)
Develops, organizes, coordinates, and publishes engaging content for the City's social media platforms, marketing campaigns, website, and other digital channels consistent with the core mission, vision, and values of the assigned department.
Conducts research, collaborates with, and gathers information to build communications content for the assigned department; collaborates with team members at all levels of the organization.
Fosters positive interaction between local government and the people it serves, by creating pieces that showcase the City's programs and services; composes newsletters, updates websites, creates content for all digital communication channels, and collaborates on special marketing projects and events.
Plans communications outreach and project-based marketing campaigns; measures work effectiveness by recording results and progress of communications activities.
Uses native and third-party social media monitoring tools to evaluate content performance against key performance indicators and make recommendations to adjust tactics based on performance.
Stays up to date with industry trends, designs, and emerging social media platforms to ensure content remains relevant and engaging.
Participates in photo and media events, sometimes after hours, to help create relevant content; supports annual awards ceremonies and other special events as required; maintains City assigned photography and video equipment.
Performs quality checks on all communications materials and edits as needed, using strong attention to detail and proofreading skills.
Adheres to assigned work schedule as outlined in city and department attendance policies and procedures; maintains availability to work after regular work hours/weekends as events, meetings and program needs dictate.
Represents the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
Fosters an environment that embraces integrity, service, inclusion, and collaboration.

QUALIFICATIONS

Education:
Possession of a Bachelor's degree from an accredited college or university with major course work in marketing, communications, graphic design, journalism, or a closely related field.
Experience:
Social Media Analyst I: Two years of progressively responsible experience in graphic design, marketing, communications, or a related field in local government or a corporate communication environment, creating social media and other multimedia content for digital and non-digital platforms.
Social Media Analyst II: Three years of progressively responsible full-time, professional experience in graphic design, marketing, communications, or a related field in local government or a corporate communication environment that includes public relations, communications, journalism, writing, and/or marketing.
Qualifying Substitution Patterns:
Additional years of experience in a position comparable to the Marketing and Social Media Analyst I/II with the City of Stockton in areas such as marketing, public relations, communications, journalism, graphic design may be substituted for the education requirement on a year for year basis.
