Summary This position is organizationally located in the Research Service, VA San Diego Healthcare System (VASDHS). VASDHS supports one of the largest research enterprises within the Department of Veterans Affairs and hosts significant activities in all four VA research programs. This position will be referred to as Research Budget Analyst and will be under the direct supervision of the Research Administrative Officer. Responsibilities This is a bargaining unit position. Walking, stooping, bending, and carrying items may be required, as needed. Major Duties: Assists with maintaining various tracking systems and reports. Serve as the back-up to the Program Support Assistant positions of the Budget Section as needed. Provides budget support to various Research programs and Investigators. Knowledge of VHA and local budgetary processes, policies and procedures, and regulations to include (i.e., purchasing regulations, obligations, certification of invoices, salaries, etc.). Knowledge and understanding of the overall budgeting process and ability to grasp the relationship of specific details to the overall budget. Knowledge of automated financial management systems used by the organization (i.e., VISTA, FMS, WinRms) to monitor funds and analyze financial data and skill in extrapolating information from these systems to prepare reports for the program. Skill in identification, analysis, and resolution of a range of budgetary problems to develop alternative solutions and to resolve problems. Ability to communicate verbally to gather and present information and to explain regulations, policies, procedures, and requirements. Ability to communicate verbally and in writing to prepare and present authoritative and convincing reports and other budgetary documents. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as compiling, consolidating, reviewing, analyzing, and editing daily, monthly, quarterly, and annual fiscal reports.
