Summary The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN), VA Medical Center (MC), Durham, NC under Education and Learning Resource Service. This position serves as the VA Talent Management System (TMS) Domain Administrator. TMS is a national program providing a single portal of access to all online educational programs, and the method by which all employee's training is recorded and tracked. Responsibilities TMS System Management and Programming This position serves as primary contact and advocate for TMS. The TMS Domain Administrator is responsible for the implementation of the VA's TMS which involve, in addition to VA national mandatory training courses, building in the DVAMC TMS, all required Veterans Integrated Service Networks (VISN) and facility level mandatory training classes, and assignment of these mandatory training classes to all DVAMC employees or to employees in the targeted occupations/positions. The incumbent is knowledgeable of process and work with the Site/Service TMS Administrators, to include the TMS Profile Maintenance function, which involves entering all new paid employees in TMS in advance of the accession actions download into the VA Human Resources Information System (HRIS). The incumbent assists Site/Service TMS Administrators in adding all VA national mandatory training, along with all mandatory training, to the individual's TMS Learning Plan using the TMS Administrator User Management programs. Conduct training via face to face, conference call/net meeting; or arrange for training for all Site/Service TMS Administrators. Assign appropriate levels of TMS Administrator access. Work with the VA National TMS Help Desk staff to resolve any issues which arise. Assist with monitoring and assuring that all required and appropriate training modules for Site/Service TMS Administrators have been assigned to the appropriate employee's TMS Learning Plan and that the successful completion of this required training has been properly recorded in the individual's TMS Learning History. Deliver regular and recurring training in TMS functions to Site/Service TMS Administrators, supervisors, and Administrative Officers (AO's) tailoring training to the needs of the targeted audience, as approved by VA Central Office or other guidelines and policies. Technical Assistance and Guidance to TMS Users The incumbent provides technical assistance and guidance to all DVAMC designated Site/Service TMS Administrators and all DVAMC employees who request or require assistance in navigating the TMS. This includes, but is not limited to providing specific instructions and guidance with initial TMS logon; unlocking TMS accounts for those employees who have made multiple and unsuccessful initial logon attempts in TMS; resetting TMS passwords for employees who have forgotten their passwords or have entered them incorrectly; explaining the TMS dropdown menus for the TMS Learning Plan component; overriding national TMS "required by" dates for completion of national mandatory training; explaining the TMS default settings in the TMS Learning Plan; guiding employees through the special selection procedures for identifying and selecting the appropriate version of the nation mandatory Privacy Awareness training; develops and/or delivers Train-the-Trainer programs as needed; providing support to New Employee Education Initiatives; and guiding Research WOC's, contractors, other WOC's and volunteers through the access process to required pre-employment online courses for Federal Information Security and Management Act (FISMA), since these categories of "staff" are not in HRIS or the TMS database. TMS Reports/Management/TMS System Training The TMS Reports function is critical to assuring the DVAMC meets national, VISN and local performance measures. The incumbent is fully knowledgeable of the reports function and be able to assist as needed with the Site/Service TMS Administrators when running reports throughout the training cycle. The incumbent, along with the Learning Manager or DLO, is responsible for training and assisting supervisors, AO's and Site/Service TMS Administrators in the TMS Reports function. When necessary, and based on the incumbent's own judgment, the incumbent pulls the following reports for DVAMC in order to satisfy local, VISN or National reporting requirements, such as TMS User Reports that include curriculum status, item requests, item status, learning history, learning hours, learning needs, learning plan, succession planning, tuition and user information; Profile Maintenance reports such as Audit Reports, Domain Contact Reports and Supervisor Reports; and User Management Reports such as Certificates of Completion, Competency Assessments, Job Position Detail, Learning History, etc. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job Selective Service Registration is required for males born after 12/31/1959 Subject to background/security investigation Selected applicants will be required to complete an online onboarding process.
