Role Overview:
This position is located in the State Facilities Office, Facility Section of the Military Department of Indiana, Adjutant General's Agency, housed at Stout Field. This position acts as the Facilities Director's and State Contracting Officer representative in managing, directing, supervising and coordinating master planning; engineering design; construction and inspection; real property management; maintenance; fire prevention and protection; utilities, system and environmental management through an overall augmented staff of over 100 State employees, technician and military personnel located at National Guard Armories and training sites throughout the State of Indiana. Also included is all maintenance functions at large multi-building state institutions or mega-armories located in various cities with complex utility distribution systems. Directs and supervises steam plant supervisor, utility supervisor, maintenance and repair and Building Service Workers who, in return, supervise daily operations in their respective areas.
Salary Statement:
The salary for this position traditionally starts at $59,800 but may be commensurate with education or work experience.
A Day in the Life:
The essential elements of the job duties:
Direct the operation of the powerhouse in determining work priorities, planning maintenance, construction, and repairs to ensure safe and efficient generation and distribution of steam and water systems.
Supervise water softening and water treatment plants, operation of sewage disposal plants and entire electrical and/or air conditioning system.
Implement repairs, renovations, remodeling, or construction to improve powerhouse or for any facility construction jobs.
Explain to the supervisors and the team changes in policies, programs, or objectives as well as use of new tools and equipment.
Schedule deadlines and reviews progress and operation of each department.
Develop training programs for all trades including specialty trades for the powerhouse and water and sewage plants and supervise the implementation of these programs.
Coordinate and oversee the preventive maintenance program.
Maintain inventory records, approve requisitions for supplies, equipment and tools and prepare budget recommendations.
Ensure all safety standards are maintained as per Occupational Safety and Health Administration (OSHA) guidelines.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Thorough knowledge of safety standards to ensure efficient operation.
Thorough knowledge of the methods, practices, tools, materials, and equipment used in all trades.
Thorough knowledge of the methods involved in operation of all utility functions such as water softening and treatment, sewage disposal, air conditioning and electrical distribution.
Thorough knowledge of facility and state personnel policies, rules, and procedures.
Thorough knowledge of and ability to plan, understand and interpret detailed plans, blueprints, and specifications.
Ability to coordinate many separate maintenance, utility, and powerhouse activities into an efficient, effective operation.
Ability to supervise, instruct, train, and direct the work of subordinates.
Ability to maintain records and prepare a variety of reports and budget justifications.
Ability to foresee problems, adjust, provide long or short-range plans and implementing preventive maintenance programs.
Ability to delegate work, set clear direction, and manage workflow.
Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 5 years of experience in the operation and maintenance of steam-generating plants; steam, water, sewage, and electrical distribution systems; or general building maintenance, plus 4 years of supervisory experience in two or more of these areas, including experience applying the outlined knowledge, skills, and abilities in a similar role, may be considered.
