THE POSITION

DESCRIPTION OF WORK
As an Assistant District Materials Manager, you will assist the District Materials Manager with reviewing asphalt mix designs, cement concrete mix designs, latex modified concrete mix designs, and field and plant quality control plans. You will also have the opportunity to attend and contribute to deck preplacement meetings, asphalt preplacement meetings, and micro surface preplacement meetings. In addition, you will o versee the inspection of cement concrete and latex modified concrete used in bridge construction and bridge preservation projects. You will be tasked with reviewing and approving material sources for all materials used in bridge construction and bridge preservation projects to ensure product quality and compliance with specification requirements.
Other duties will entail training department and consultant inspection personnel to perform materials sampling at the materials source and on the project, as well as assisting in Quality Assurance Reviews at asphalt, cement concrete, and aggregate sources. You will provide oversight of shipments of anti-skid material, deicing materials, and bituminous cold patch material to all county maintenance stockpiles to ensure materials meet specification requirements. You will further participate in the evaluation of new materials, conduct reviews to make recommendations for the approval of certain materials, and complete annual aggregate source re-qualification testing.

Work Schedule and Additional Information:
Full-time employment
Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
You will work closely with vendors and work hours may change based on vendor availability.
Telework: You may have the opportunity to work from home (telework) part-time, ad-hoc as approved, upon successful completion of the probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $59,345.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year of experience as a Transportation Construction Inspector Supervisor ( Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration) ;or
Four years of experience in construction inspection, including one year in a supervisory capacity; and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience;or
Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.
Other Requirements:
This particular position also requires possession of a Class C non-commercial driver's license.
