Responsibilities If selected for this position, you will join a well-respected team that is responsible for planning, implementing, and administering the full spectrum of budget and financial management operations for the Eastern District of Washington. Typical work assignments will include: Developing and maintaining a comprehensive financial management program that involves both short and long-range programmatic plans and the annual budget. Preparing annual administrative budgets and budget estimates. Advising management on the planning and development of budget requirements. Ensuring obligations, expenditures, and unobligated orders and available balances are valid and supported. Manages the certifications of obligations for the district. Serves as certifying officer for the payment of goods and services. Provides technical guidance, advice, and assistance to Administrative Officer and U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements. Requirements Conditions of Employment Qualifications GS-12: To be eligible at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. Specialized Experience: One full year of specialized experience equivalent to the GS-11 level which can also be obtained in either the private or public. Specialized experience is defined as: developing, implementing and/or maintaining a comprehensive financial management system; advising management on recommendations and/or alternative approaches to improve program plans, budget proposals, costs of operations and/or program accomplishments; providing a wide variety of budget reporting, including monthly financial and/or quarterly reports; reviewing financial data and accounting documents for budget execution activities as obligations, payments, corrections, and adjustments; utilizing an automated financial management information system to enter financial data and track funds. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
