The Animal Care and Protective Services Department is actively seeking a Animal Services Assistant Supervisor.

This is service maintenance work at the working supervisor level which includes assisting in the enforcement of animal care and control laws, involving the apprehension of stray, free-roaming, injured, and diseased animals; investigation of animal cruelty complaints to include working crime scenes, collecting evidence, and writing professional reports for submission to the State Attorney's office for prosecution; issuance of warning notices and citations; educating the public; and performing related administrative support work. Work requires knowledge of the applicable laws, techniques, methods, and procedures used in enforcing animal care and controls laws. As well as a knowledge of supervisory methods, practices, and procedures which involve the use of specialized skills which are acquired through a combination of training and considerable on the job experience. Assigns, monitors, reviews, and evaluates the work of assigned staff. Work schedule involves weekends, subject to on-call and call-out assignments, and/or rotating shifts. Contacts with others require skills in understanding and influencing people and are important in responding to and resolving complaints and supervising assigned staff. Skills of persuasiveness, assertiveness, and sensitivity to others point of view are often required to influence behavior, change an opinion, or turn a situation around. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and, because of changing priorities or differing situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. Work involves differing situations requiring the use of judgment in search for solutions or new applications within ones' known experiences. Work is performed in field and office environments, where there are some risks and hazards due to the handling of vicious, ill, infectious, and rabid animals but the hazards are known, somewhat predictable and mostly controllable. Operates standard office equipment such as personal computers, two-way radios, euthanasia equipment, and animal capture equipment. Operates a motor vehicle. Physical demands consist of operating a vehicle, sitting, standing, walking, bending, stooping, climbing, running, and occasionally lifting animals weighing more than 50 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques and well-defined policies, and the worker plans and organizes the work, determines own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and adherence to established methods, standards, and policies.
Examples of Work
Assists with planning, organizing, and directing the day-to-day operations of the animal care facility.
Determine priorities, schedule, and assign work as required; Implement management decisions through the work of subordinate employees; Solve problems within the team related to work assignments.
Provide hands-on advice and assistance on work processes, best practices, and subject matter expertise to subordinates; Assist in the review and development of routine procedures to ensure timely and accurate accomplishment of established operational goals.
Supervise and train assigned staff, evaluate performance, and initiate corrective action as needed; assess staffing needs and assist in the recruitment of staff.
Reviews, corrects, processes and/or maintains records and reports of officer trip sheets, affidavits, warning letters, citations, incidents, bites, and all animals impounded for health observation and suspected of having rabies or other infectious or contagious diseases.
Participate in the interview process for the selection of new staff.
Maintain required documentation, compile data, and complete reports.
Attend meetings as required.
Investigates and enforces Florida statutes related to animals and Jacksonville Municipal Ordinance section 462.
Performs vehicle inspections of all of the officer's city vehicles to ensure they are being properly maintained and cleaned
Participate in performing the actual work of the unit and substitute for subordinates as needed.
Reports to work location during emergency circumstances such as actual and anticipated natural and man-made disasters.
Communicates clear direction, manages results, and assists with leading organizational change.
Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
Demonstrates proficiency in the City of Jacksonville's competencies.

Knowledge, Skills and Abilities
Knowledge of the applicable laws, techniques, methods, and procedures used in enforcing animal care and controls laws Knowledge of supervisory methods and techniques.
Knowledge of policies, practices, procedures, and techniques used in animal capture, restraint, and care.
Skill in apprehending, impounding, and disposing of animals in compliance with the animal care and control laws.
Skill in operating animal care and control equipment.
Ability to prepare and maintain correspondence, standard operating procedures manuals, records and reports relative to field operations.
Ability to oversee and monitor field operations.
Ability to assign, schedule, monitor, review, and evaluate the work of assigned staff.
Ability to identify need of, coordinate, develop and administer training.
Ability to perform basic animal care including but not limited to vaccinations, medications, and other medical care.
Ability to perform euthanasia as taught by the FACA (Florida Animal Control Association) approved class and in compliance with the ACPS euthanasia protocol. Ability to communicate effectively, verbally and in writing.
Ability to respond to a problem area, assess the situation, and coordinate the proper corrective action.
Ability to read, comprehend, and apply applicable policies, laws, and regulations.
Ability to operate standard office equipment such as a personal computer using word, spreadsheet, database and other related software, two-way radio, euthanasia equipment, and animal capture equipment.
Ability to operate a motor vehicle.
Open Requirements/Supplemental Information
Four (4) years of education and/or experience in enforcement of animal care and control laws; compliance inspections or enforcement activities relating to laws, or other local, state, or federal code violations; or customer complaint and resolution.
Two (2) years preferred in the capacity of a lead worker or supervisor.
Bachelor's degree from an accredited institution in public administration, criminal justice or public safety preferred.
LICENSING/CERTIFICATION/REGISTRATION:
Florida Animal Control Officer Certification and Chemical Immobilization certification must be obtained within twelve months and must be maintained during employment in this class.
Euthanasia Technician Certification must be obtained prior to completion of probation and must be maintained.
Must possess and maintain a valid driver's license during employment in this class.
Must qualify for, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.
OTHER REQUIREMENTS:
The probationary period for this class is twelve months.
This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (0401).
