Summary This position is located within the Department of Veteran Affairs, Veterans Health Administration, Veterans Integrated Service Network 9 (VISN 9), at the Lexington Veterans Affairs Health Care System (LVAHCS). This position services as a Supervisory Medical Management Specialist for Mental Health Services and reports directly to the Chief of Mental Health Service. This includes the provision of supervision and oversight and is a key position on the Mental Health Service leadership team. Responsibilities This position independently directs and manages the operations of the administrative functions in MHS. Duties include, but may not be limited to the following: Compiles information and prepares administrative reports for management briefing. Assists Chief in projecting staffing needs and preparing performance plans and appraisals. Develops and maintains organizational and functional charts. Promotes collaborative working relationships within team members. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Monitors balances and recommends reprogramming of funds as needed. Serves as the Contracting Officer's Technical Representative, providing technical requirements and descriptions of the work to be accomplished by contractors. Communicates verbally and in writing with other services, agencies and private industry to produce prompt and accurate dissemination of information according to VHA guidelines. Writes position descriptions and performance standards for the office positions. Conducts regular meetings with subordinates across different sites of care to coordinate planning. Identifies problems and/or opportunities to improve performance through such avenues as informal meetings, statistical data reviews, and reviews of compliance criteria. Reviews, analyzes, and interprets incoming requests based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Maintains service copies of Medical Center Memorandums and Standard Operating Procedures for reference. Analyzes, interprets, and implements regulations accurately to reflect current operating procedures. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in written and oral communications; Skill in conducting detailed analyses of complex functions and work processes; and Excellent working knowledge of Microsoft programs including Excel, Word and Visio. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
