Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Basic Qualifications: Education Requirement: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. AND Licensure Requirement: For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Minimum Qualifications: In addition to the above requirements, applicants must meet one of the following requirements: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal service performing ALL of the following: GS-11: PhD or equivalent doctoral degree from a professional nursing program or related medical science field OR At least 1 year of professional nursing experience, equivalent to the GS-09 grade level in the Federal service which equipped you with the particular knowledge, skills, & abilities to successfully perform the duties of the position & possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing program GS-12: At least 1 year of professional nursing experience, equivalent to the GS-11 grade level such as Providing independent, comprehensive nursing care or public health services for patients, populations, or programs, including management of complex or high-risk cases. Conducting advanced assessments and developing, implementing, and evaluating complex care plans, case management strategies, or public health interventions. Applying advanced clinical judgment and evidence-based practices to improve patient or population health outcomes. Analyzing clinical or program data to identify trends, evaluate outcomes, and recommend or implement improvements. GS-13: At least 1 year of professional nursing experience, equivalent to the GS-12 grade level such as Analyzing and interpreting complex clinical or program data to drive strategic decision-making, policy development, and program improvements. Serving as a senior advisor or subject matter expert (SME) to leadership on nursing, clinical, or public health issues. Developing, reviewing, or influencing policies, procedures, clinical guidelines, or program standards at the organizational or agency level. Designing, implementing, and evaluating advanced clinical programs, public health initiatives, or care management strategies that improve health outcomes and organizational performance.
