Summary EOUSA HR Staff manages human resource policies and programs across 94 U.S. Attorneys' offices. HR provides technical oversight of delegated personnel authorities, operating personnel services, and pre-employment security screening across all U.S. Attorneys' offices. They develop and enforce HR policies, oversee delegated personnel authorities, administer distinct pay systems for Assistant U.S. Attorneys and support staff. Responsibilities As a senior Human Resources Specialist for the Executive Office for United States Attorneys (EOUSA), incumbent provides program policy, technical guidance, and training on the staffing/classification program to EOUSA senior leadership and the collective United States Attorneys' Offices (USAOs). EOUSA and the collective USAOs are comprised of nearly 13,000 employees located in 94 offices throughout the United States. Duties include: Develops policy guidance on a wide array of classification, position management, recruitment, and placement program functions and requirements; Interprets applicable regulations, laws, and/or prevailing practices and renders sound advice and assistance; Keeps leadership informed of major policies and programs under development; Provides expert advisory services and/or authoritative policy interpretations on highly complex issues; Assists and advises management in planning, establishing, and maintaining program activities and exercises initiative in developing additional activities designed to meet present and future requirements; Performs advisory services, short- and long-range program development and strategic planning activities in support of senior leadership; Participates in conferences, seminars, and meetings designed to inform managers and support staff of program changes, new developments, and to coordinate the implementation of new programs. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must possess the required specialized experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized Experience: Applicants must have at least one full year of specialized experience equivalent to the GS-13 in federal service providing advisory services and technical guidance regarding complex federal recruitment and classification needs; provides authoritative policy interpretations on organization-wide staffing, placement and classification program issues; developing recruitment and classification policies and procedures; and providing oversight of the organization's classification, position management, recruitment, and placement program.
