Responsibilities Provide executive leadership for national and local programs that collect and publish data on employment, wages, job openings, hiring, separations, and business trends, ensuring the data are accurate, timely, and useful for understanding economic conditions. Oversee the development and improvement of statistical methods and analytical techniques used to produce labor market measures, and serve as a senior authority on the interpretation and quality of these data. Lead efforts to incorporate new and emerging data sources such as wage records, claims information, and payroll data to strengthen the reliability and scope of labor market information. Direct the preparation, review, and approval of reports, analyses, and publications, ensuring that technical standards are met and that data products clearly communicate economic trends to diverse audiences. Develop long-term plans and manage resources, including budget and major technology investments, to ensure that the organization can meet the evolving needs of policymakers, researchers, and the public. Represent the agency to Congress; federal, state, and local officials; industry and labor leaders; and academic and research communities, communicating labor market findings and building strong partnerships with state workforce information offices. Requirements Conditions of Employment Conditions of Employment Must be a U.S. citizen. Must meet Executive Core Qualifications. Must complete one year SES probationary period if not previously covered. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Education This position has a Positive Education Requirement. Applicants must have one of the following: Economist Series - 0110 A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Mathematical Statistics Series - 1529 A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. Statistics Series - 1530 A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
