What You Will Do
The Associate Laboratory Directorate for Weapons Production (ALDWP)'s Weapons Mission Services Division (WMS-DO) is seeking a talented and motivated Deputy Division Leader (DDL) to support production agency needs. WMS-DO is responsible for providing oversight and management of the training and procedures Safety Management Programs (SMPs) and assuring applicable Weapon Quality drivers are met by providing effective, value-added information management and learning program services. The DDL will reside on-site, providing group leaders, team leaders and staff with strategic oversight, leading initiatives to advance existing capabilities within the training facilities and manufacturing/nuclear operating environments. The DDL will report to the WMS Division Leader and be responsible for interfacing cross-collaboratively with other divisions/stakeholders within the directorate and across the lab. Periodic external interfaces with other DOE laboratories and international counterparts will be required.
Key responsibilities include, but are not limited to:
Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability.
Integrated Safety Management (Worker Health and Safety, Environment, Security, and Quality) is a primary responsibility for all Laboratory employees and managers.
Fosters a culture that values continuous improvement and organizational learning that results in the prevention of events and provides the controls necessary to promote safe and secure work.
Serves as deputy and assists in the overall management of the division.
Provides leadership and management over a diverse portfolio of interdisciplinary functions.
Assists the division leader to develop current and future strategy for the division that is consistent with the mission and priorities of the institution.
Assists with assigning clear authority and accountability, directing change while maintaining operating effectiveness, integrating efforts across work units and functions, monitoring results, and tackling problems directly assuming ownership.
Maintains a comprehensive knowledge and understanding of facility operational requirements and works with facility operations to ensure compliance, safety, security, quality, and conduct of operations, engineering, maintenance, and training in the performance of work.
Assists in ensuring quality products and services within the division, enforces adherence to federal, institutional and local standards, and achieves balance between the need to meet both productivity goals and safety management program standards.
Assists in managing the division's business performance to include financial and human resource management, procurement, property, travel, and monitoring and reporting of performance metrics.
Applies Laboratory defined business policies, processes, and practices and sound financial stewardship in all financial matters.
Responsible for all aspects of personnel management, including but not limited to: Managing headcount, forecasting and budget(s) associated with group, directing assignments, Employee hiring and on-boarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities, and ensuring proper team recognition and appreciation.

Assist in the development and monitoring of implementation of action-oriented plans to promote a diverse work force within the division.

What You Need
Minimum Job Requirements: Applicants must submit a comprehensive resume reflective of relevant experience that addresses the minimum job requirements and desired qualifications of the position below for full consideration.
Education/Experience: Position requires a Bachelor's Degree in a related field from an accredited institution and 12 years of related experience or, an equivalent combination of education and experience directly related to the occupation.
DOE Order 426.2: Requires a bachelor of science degree in engineering or related science, and 4 years nuclear experience. Job-related education or experience may be substituted on a case-by-case basis. The degree may substitute up to 50% of the experience requirement per section of I4.e of the CRD.
Leadership:
Proven ability and experience leading a multidisciplinary group of managers, supervisors, technical staff, technicians, and/or professional staff in both administrative and technical environments with conservative and fair judgement.
Advanced experience with personnel professional development and interpersonal conflict resolution.
Demonstrated experience negotiating, consensus, or gaining acceptance from peers, upper management, and customers in a wide variety of situations and circumstances.
Demonstrated experience and skill in developing and implementing organizational strategies and objectives.
Knowledge and Expertise:
Proven experience with Nuclear Security Enterprise (NSE) and production agency manufacturing training and information management systems.
Expertise in the development, implementation, and/or oversight of large-scale processes and programs.
Expert-level knowledge of safety, security, environmental, and quality requirements needed to manage work in an administrative and/or nuclear/high hazard facility for executing work in compliance with facility and weapon quality requirements.
Proven ability and experience identifying, acquiring, and managing resources in support of cross-organizational deliverables, scope, schedule, and budget.
Communication:
Proven ability and experience demonstrating effective communications and negotiation skills, both verbally and in writing.
Demonstrated ability to interact with senior management, executives, and/or major customers/stakeholders.
Keen with understanding and interpreting data from multiple, disparate information sources to identify trends, make strategic recommendations, and initiate process improvements.
Qualifications We Desire:
Experience working in a manufacturing and/or nuclear environment and executing work in compliance with weapon quality requirements.
Familiarity with manufacturing work control systems (i.e., Solumina).
An active DOE Q-level clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Work Schedule: This position may/will require 24/7 coverage, which could/will involve working a shift/weekend schedule. Employees may be eligible for the shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
