JOB DESCRIPTION
Basic Purpose
The Director, Supply Chain is responsible to plan, coordinate, and organize systems, processes, and people that define a scalable distribution network for materials, services or logistics to support the entire regulated utility business objectives for Berkshire Hathaway Energy. The position will oversee the purchasing of materials or services, inventory management, warehousing, system data management, supply chain planning, transportation and related logistics to execute safe, efficient and cost effective storage and distribution of purchases depending on specialty (materials, services or planning and logistics).
RESPONSIBILITIES
Essential Duties and Responsibilities
Responsible for review, approval to publish and approval to award documents by BHE through standard supply proposal documentation including request for proposal, request for quotation and request for information in accordance with BHE procurement policy and regulatory requirements. Implement and support strategic initiatives to ensure desired material and services coverage through blankets and/or contracts. Develops and maintains a schedule of all sourcing contracts for materials, services or logistics in order to establish a 3-year sourcing plan that will best match BHE sourcing strategies and align with aggregate bid events.
Directs, develops and implements initiatives to continually enhance storeroom inventory controls, inventory levels, logistics optimization, and system and data integrity. Develops and analyzes departmental reports to manage demand and supply planning, general workload, efficiency and compliance to all regulatory, policy and auditing requirements. Establishes environment of continuous improvement to achieve process and system efficiencies that deliver high customer service levels at lowest total cost. Ensures appropriate communication channels are set in place with Business operation teams, suppliers, and other supporting units. Directs supply chain personnel to develop and maintain best practices in proper inventory control and integrity.
Manages the workflow of daily operations with procurement and analytics including requisitions processing and issuance of PO's in a timely manner. Provides strategic direction in accordance with BHE procurement policy and PO coding to facilitate the analysis of expenditures, establishes blankets for ease of processing and identifies opportunities for cost savings initiatives with recommendations to business units. Generates needed analytics and other reports that will help business units make decisions and/or make needed adjustments to current plans.
Leads and mentors staff in a management role with emphasis toward commercial acumen. Performs management activities, including employee safety, selection and development of employees, employee counseling and motivation and salary administration.
Facilitates and provides strategic direction and recommendations in conjunction with Business units and Commodity Management teams to manage and resolve contractual or performance problems with suppliers. For logistics specialty: manages relationships with freight carriers and freight brokers, including freight rate negotiations and contracts, invoice auditing, management of compliance penalty claims/fees, traffic scheduling.
Monitors and enforces all compliance requirements for area of responsibility.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Performs related duties as assigned.
QUALIFICATIONS
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's degree in supply chain, business administration, engineering, or related field from an accredited school plus 6 years of related work experience. Must have three years of supervisory/management work experiences.
Candidates that do not possess a bachelor's degree must have a minimum of 10 years of related work experience. Must have three years of supervisory/management work experiences.
Specialized Knowledge and Skills
Demonstrated knowledge of:
Implementing lean, best practices, and metrics in supply chain to maximize customer service, improve efficiency, reduce costs and eliminate stock outs
Negotiating and establishing supplier contracts that deliver maximum value at the lowest total cost.
Demonstrated skills such as:
Analytical, problem solving, leadership, interpersonal and communication
Prioritizing and executing projects and tasks in a fast-paced environment with rapidly changing priorities
Self-starter with high energy level, able to work independently, understands high level objectives, and translates into action plan for assigned team
Project management skills, prioritize and handle multiple issues and projects concurrently.
