Summary About the Position: Serves as the Senior Budget Analyst in the Department of Defense Explosive Safety Board (DDESB), working under the general supervision of the RMBO Director. Responsibilities Formulates and recommends strategies to the Director to justify and support the DDESB budget to higher level management. Formulates and justifies the budget for DDESB and is responsible for one or more funds (e.g., OandM, RDTE, OPA etc.). Analyzes the budgetary impact of new or revised policies and procedures. Provides financial advisory services for a segment of the command budget or for a total budget for one or more appropriations (i.e., OandM, RDTE, etc.). Develops guidelines and a general framework for the formulation of policies, plans, and programs to ensure effective conduct of assigned missions, functions, and operations of the DDESB. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing a wide range of budget functions involving the formulation, justification, and execution of budgets for a large organization; providing financial analysis and reporting; and communicating (oral and written) with senior level leaders and staff within an organization and with external customers in order to provide information and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position may require a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program 11 position. Salary includes applicable locality pay or Local Market Supplement.
