Site specific salary information as follows: Huntington Beach, CA: $105,482 - $161,313 (includes 36.47% locality) McChord AFB, WA: $ 101,694- $155,521 (includes 31.57% locality) Saint Louis, MO: $92,775 - $141,880 (includes 20.03% locality) Responsibilities Accomplish complex and critical contract administration actions that have division-wide application pertaining to overall administration of DoD, and non-DoD contracts awarded to the assigned division. Confer frequently with executives of the division and staff in resolution of problems; analysis and evaluations of group; complex and divisional policies and procedures which have inter as well as intra-group impact. Disseminate information and data to the CACO and ACOs with respect to the division's management, policies, procedures, accounting and financial information. Division policies and procedures affecting other administrative and management functional elements are acted on by the DACO on a case by case basis when assistance is requested by an ACO. Review and evaluate division policies, procedures and expenses, such as compensation, purchasing, estimating and other policies, having division-wide application. Negotiate final overhead, forward pricing rate agreements and other advance agreements with contractor management on selected items of costs for use by ACOs and PCOs in dealing with the division. Arrange and conduct meetings attended by ACOs, PCOs, Defense Contract Audit Agency (DCAA), contractor personnel and other interested parties. Discusses and resolves contractual matters that have interdivisional implications. This position is a warranted position with unlimited signatory authority. Requirements Conditions of Employment Qualifications To qualify for a Contract Administrator, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Administrating complex and critical contract actions pertaining to DoD, and non-DoD contracts. Conferring with various stages of management, analyzing, evaluating complex and divisional policies and procedures; thereafter providing guidance to CACO and ACOs ensuring implementation of Cost Accounting Standards. Arranging and conducting meetings for various groups of contracting and contractor personnel to keep abreast of current information and data pertaining to various banking laws, and court decisions that may effect on government contracts. Negotiations, forward pricing rate agreements to review, and execute internal and external agreements and approval of disclosure statements. Developing, planning, presenting and overseeing activities on projects/programs in a contracting organization with team members, personnel, management and contractor Education If the position has a minimum education requirement you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
