Summary The primary purpose of this position is to support the 78 ABW Staff Judge Advocate (SJA) in the areas acquisition law, fiscal law, business operations, and general counsel-@type administrative law matters. The position will serve principally as program counsel providing legal advice and assistance to AF Life Cycle Management Center and AF Sustainment Center clients in support of their acquisition, sustainment, and program management missions. Responsibilities Serves as legal adviser and primary program counsel supporting contracting and program management personnel regarding the formation, negotiation, administration, and termination of contacts and other legal agreements under applicable laws and regulations. Renders reviews, opinions, decisions, and actions in accordance with statutory/decisional law, Government directives, regulations/procedures in all areas of Federal contract and fiscal law, and on all @types of matters pertaining to procurement and related operations. Provides legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, intellectual property law, and Government partnerships. Provides legal advice and opinions as necessary on government information management practices in accordance with the Freedom of Information Act and Privacy Act. Provides legal assistance to active duty military, dependents, eligible Department of War (DoW) civilians, retirees, and other DoW cardholders consistent with Air Force Instructions and legal office policy. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Basic Qualification Requirement: You must meet ALL of the following qualification requirements and provide documentation to support your qualifications. Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association. Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.) Professional Experience: You must have professional experience in excess of two (2) years commensurate with the duties and responsibilities of this position or second professional law degree (L.L.M), plus one year of professional legal experience at GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, precedents and procedures related to Federal Government contract law Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations; Ability to research case law and Air Force and DoD regulations relating to legal issues Ability to communicate, both orally, and in writing; Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest Skill in presentation of and opposition to evidence and arguments made in third party proceedings; Skill in writing sound and persuasive memoranda, briefs, reports, plans, and pleadings Skill in representing and advocating for the Air Force with Congressional delegates and pother personnel at all levels of the Federal Government. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
