The Office of the State Auditor (OSA) Audit Practice Division performs independent, external financial and compliance audits of local governments.
This position reports to an OSA office in St. Paul, Moorhead, Duluth, Rochester, Mankato or Marshall, Minnesota. The position is eligible for telework up to four days a week, with one day in the office or as applicable to meet the OSA's telework policy for applicants who reside in Minnesota or a bordering state, with supervisory approval and satisfactory approval and satisfactory performance. Working in other OSA offices (St. Paul, Moorhead, Duluth, Rochester, Mankato or Marshall, Minnesota) may be required for training needs or the request of supervisor, Deputy State Auditor, or State Auditor.
Under the primary direction and supervision of the HR Director and the technical direction and project management of the Deputy State Auditor - Audit Division or the Director of Standards and Procedures, this position exists to lead the training and development of Office of the State Auditor (OSA) staff in the performance of governmental audits. The position exists to train OSA staff on appropriate audit procedures, the audit process, OSA policies, and professional standards by creating training materials and curriculum, identifying training opportunities, monitoring training, and procuring training and materials. Under the technical supervision of the Deputy State Auditor - Audit Division or the Director of Standards and Procedures, this position will assist the OSA's quality management program and ensure the OSA's compliance with established accounting and auditing standards, procedures, and regulations.
Minimum Qualifications
A bachelor's degree in accounting, or a master's degree with an accounting concentration, from an accredited institution.
A minimum of three (3) years of experience in governmental auditing coupled with extensive knowledge of GAAP, GAAS, GAGAS, OMB Compliance Supplement, Uniform Guidance, GASB Statements, and the Minnesota Legal Compliance Audit Guides.
Experience providing training or mentoring or lead work facilitating group presentations or similar audience-based demonstrations.
Strong communication skills with a demonstrated ability to communicate complex concepts clearly and concisely.
Preferred Qualifications
Certified Public Accountant (CPA)
Knowledge in the application of Checkpoint and PPC audit tools or similar tools.
Audit experience at the Minnesota Office of the State Auditor.
Project management skills with the ability to multi-task and advance activities through-out project timeline, as well as set goals and timelines, organize project workflows with others and monitor and evaluate accomplishments.
Knowledgeable in adult learning, curriculum development and instructional design.
Technical writing skills to write clear and easy-to-understand instructional documents.
Variety of experiences working effectively with others from different backgrounds and cultures.
Strong interpersonal skills to work effectively with a variety of people in various @contexts.
Creatively problem-solve and recommend best practice solutions to meet business needs.
A minimum of (2) years of lead worker and/or supervisory experience guiding professional audit staff in performing external financial and compliance audits of local governments.
Physical Requirements
Requires occasional transport of less than 10 pounds, along with the ability to move through work space and maintain a stationary position throughout the work day.
