Description of Job
Administration and Finance shares the CDHS vision for the people of Colorado to be safe, healthy, and prepared to achieve their greatest aspirations. Collaborating with partners, the mission of Administration & Finance is to design and deliver high-quality human and health services that improve the safety, independence and well-being through our offices of Central Supporting Services within the Department.
The purpose of this position is to provide financial leadership and management for Administration and Finance,and to develop, implement, and oversee the tactical plans, fiscal operations, technological and other resource plans, and related initiatives for the office. In the process, this position works closely with the CDHS Chief Financial Officer, the Office of State Planning and Budgeting (OSPB), and the Joint Budget Committee (JBC). This position is responsible for maintaining an understanding of statutory and regulatory changes and legislative initiatives in fiscal policy, and ensuring that the office and division's operations are consistently up-to-date. Additionally, this position is the Office's representative finance expert on base budget initiatives, fiscal policy analysis, financial compliance, grant and contract management, resource allocation, budget and rate calculations, financial reporting, projections, JBC decision items, and proposals that directly influence management's decisions. As a member of the Senior Management Team, this position helps establish strategic priorities of the Office and allocates resources needed to achieve those priorities.
Fiscal Management Operations:
This position is responsible for the management of the Human Services Administrative and Finance operation expenditures, local, state, and federal revenue generation.
Provides supervision to the Senior Program Management position and the Central Supporting Services Unit to include setting performance standards, conducts performance planning and appraisal of staff, ensures that subordinate staff development needs are met. Initiates and administers necessary corrective or disciplinary actions. Assures direct and indirect supervisory employees are performing supervision functions with their subordinates consistent with State, Department, Office, Division, and Facility expectations. Monitors and approves formal leave for staff and provides for formal and regular interval evaluations of direct report staff and ensures that all other subordinate staff are subject to the same. Makes recommendations for promotions.Applies criteria to approve, evaluates and determines appropriate use of personnel resources pursuant to the Colorado Code of Regulations, Department and Division Policy.
In addition to supervising the Senior Program Management position, this position provides in-direct oversight, leadership and management to the BITS and DFM Divisions.
This position ensures federal, general, cash and reappropriated funds (Funds) revenue requirements are met; preparation of Office plans, operating, and allocation requests, as well as any federally mandated reporting. Construction of business plans for the office so that staff resources are directed toward the Office's priorities. Advisement of issues or concerns about Funds and interpretation of new requirements.
Provides technical assistance and training to department staff, managers, supervisors and Department Chiefs on financing issues. Meets regularly to review Funds funding and budget issues and to jointly assess with the managers training needs. Provides consultation to the leadership team members on new sources of revenue or pitfalls other states are experiencing. Works with program leads, accounting and budget to identify sources of matching funds, projected budget figures and indirects.
This position serves as the subject matter expert on financial and contractual issues, including developing standards, processes and procedures and tracking mechanisms/systems for financial administration activities. Activities include assuring federal revenue requirements are met; preparing and monitoring Administration and Finance budgets; determining cost allocation; mandated reporting; implementing work plans to ensure that staff resources are directed toward Office priorities; advisement of issues or concerns about Funds and interpretation of new requirements; and development, implementation and oversight of audit processes.
Develops reports with detailed financial information for Leadership and Department Chiefs. Utilizes CORE or other systems to develop reports, or creates a template for reports that meets State and Federal reporting requirements and is available for day to day program use.
Consults with the Federal/State offices and with other high-level executives. Influences and persuades others to coordinate with the Department in areas of mutual benefit. Establishes policies to support the meeting of federal revenue participation requirements. Acts as the consultant when program needs are being balanced against resources available.
Ensures compliance with State and Federal Fiscal Rules and federal regulations. Creates fiscal review protocols, report templates, and provides technical assistance and training to staff necessary to implement the fiscal monitoring program. Provides consultation and technical assistance to contractors and others in the community regarding the financial administration of funded programs.
This position is required to adhere to very quick deadlines. This position is required to work extra hours in order to meet project deadlines. This position is required to work in various locations on a weekly basis and attend meetings in-person on a regular basis; often with minimal advance notice.
In collaboration with the Department Chiefs and Department Chief Financial Officer, works to ensure compliance of financial administration and grant activities with State and Federal rules and regulations. Provides guidance and consultation to program personnel.
Manages the overall financial administration process for Administration and Finance , making recommendations to streamline the flow of the process and to eliminate any waste from duplication; delegating and managing workflow; and recommending resolution for duplication and fragmentation.
This position participates in the monthly Financial Working Group and is responsible for developing and analyzing monthly financial statements for Administration and Finance, review projections and anticipated over/under expenditures, and make recommendations to the Financial Management Board (FMB).
This position participates in the FMB and assist in developing a strategic direction, and coordinate legislative responses.
This position is responsible for investigating and analyzing any instances of fraud or abuse and consults with program staff to determine any remedial or corrective actions.
To ensure compliance with Federal, State, and Department rules and regulations, the position needs to rely on their knowledge and utilize Department resources to ensure adherence to policies and procedures.
Provides guidance to program staff on the most beneficial and cost-effective method to procure goods and services.
Financial & Budget Authority and Legislative Requests:
Develops a plan for Federal, State and cash fund revenue maximization; develops any corrective action plans necessary to deal with penalties. This position is responsible for financial planning and forecasting, utilizing expertise in state and county programs to strategically direct Administration and Finance resources to areas that maximize Federal, State and cash fund financed participation. Evaluates and makes recommendations on the Office's operating and personnel costs. Monitors and adjusts the Department's indirect cost allocation plan to ensure federal compliance and maximize federal reimbursement.
This position supervises the position regarding and they are responsible for the formulating, writing, supporting and defending funding requests (Funding Requests/Decision Items, Supplementals, Budget Amendments, Emergency Supplementals, Budget Reductions, and Fiscal Notes). Responsible for maintaining a solid understanding of State funding request requirements, instructions, protocols and strategy for completing successful funding requests. This position is expected to explain and defend funding requests to the Office of State Planning and Budgeting (OSPB), legislative council staff, and the Joint Budget Committee (JBC).
Stakeholder Involvement:
This position is responsible for the management of the Administration and Finances operational contracting processes.
Provides technical assistance and training to department staff, managers, supervisors on contracting issues. Meets regularly to review contracting issues and to jointly assess with the managers training needs. Provides consultation to the Office's leadership team members on new contracting processes and procedures. Works with program leads to ensure consistency and standardization regarding the contracting processes.
In collaboration with the leadership and Chiefs, works to ensure compliance of contract administration and grant activities with State and Federal rules and regulations. Provides guidance and consultation to division personnel.
Manages the overall contract administration process for the office, making recommendations to streamline the flow of the process and to eliminate any waste from duplication; delegating and managing workflow; and recommending resolution for duplication and fragmentation.
To ensure the office is in compliance with Federal, State, and Department rules and regulations, the position needs to rely on their knowledge and utilize Department resources to ensure adherence to contract policies and procedures.
This position serves as the subject matter expert on contractual issues, including developing standards, processes and procedures and tracking mechanisms/systems for contracting activities that are in compliance with State Procurement Rules, Statewide Price Agreements, Central Contracts Unit and the CDHS Contracts Management provisions. Activities include assuring state requirements are met; preparing and monitoring contracts; and implementing work plans to ensure that staff resources are directed toward office priorities.
Other Duties as Assigned - Performs other duties as assigned that are consistent with the scope, responsibilities, and classification of a Program Management III position.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience:
Ten (10) years of progressively responsible professional experience in government or private sector budgeting, finance, or contract administration, culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least:
Experience in professional budgeting, finance, or contract administration in the government or private sector.
Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years
Education credit is given on year-for-year basis (Bachelors Degree = 4 years of work experience)
Preferred qualifications:
Master's degree in Finance, Public Administration, Business Administration or closely related field
Experience managing multi-discipline human service programs that included successfully managing subordinate executives, a million-dollar or greater budget that included federal grant monies, and managing accountability to an outside auditing organization
Experience as a Chief Financial Officer
Proven experience in public sector contract management, budget, and governmental financial management
Experience supervising employees working in the budget, finance, or contract field
Experience in strategic planning
Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation
Experience with the State of Colorado fiscal and procurement rules
Experience managing and directing administrative processes in a governmental organization, which includes the ability to develop proven interagency relationships with local, state, and federal agencies
Extensive knowledge of the legislative processes, government funding, and the State accounting and procurement systems
Experience in outcomes-based funding and/or performance management
Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
