Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Data and Systems Group, Division of Information Systems As a Information Technology Specialist (Data Management), GS-2210-14, you will serve as a technical authority and advisor for the development of analytics products using Medicaid and CHIP datasets to support internal and external data product users. Responsibilities Serve as a technical expert responsible for planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. Analyze, manage, or perform work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems for solving data analytic problems or accomplishing work processes by using IT systems. Serve as a Product Leader, delegated complete responsibility for overseeing a team responsible for the development of IT analytics products using Medicaid and CHIP datasets to support internal and external data product users. Design, coordinate, and monitor evaluations of Medicaid and CHIP policy projects. Manage all aspects of a project and performs senior and technical policy review and guidance of research and demonstration projects and CMS projects, especially as they pertain to Medicaid, CHIP and BHP. AND In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the 13 grade level in the Federal government, obtained in either the private or public sector, to include: Leading the design, implementation, and management of governance frameworks for artificial intelligence (AI) and advanced analytics initiatives, e.g., the development of policies, standards, and internal controls to ensure ethical use, transparency, risk mitigation, and compliance with applicable laws, regulations, or organizational requirements; AND Managing the end-to-end delivery of complex, cross-functional technology or data-driven projects using Agile or similar methodologies, e.g., developing requirements, project planning, contractor/vendor oversight, risk management, milestone tracking, or implementation of operational solutions aligned with organizational objectives; AND Applying advanced analytical and technical expertise to support program or operational functions, e.g., evaluating and implementing AI or data-driven solutions, advising senior leadership on risks and opportunities, or resolving high-impact issues requiring independent judgment; AND Translating technical outcomes into actionable policy and operational decisions with minimal supervision. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
