Summary You will serve as a PROGRAM MANAGER (Deputy Principal Assistant Program Manager (DPAPM) in the PMS 368 Inactivation and Disposal Program Office of PROGRAM EXECUTIVE OFFICE CARRIERS. Responsibilities You will serve as the senior on-site program office representative and will be responsible for providing strategic oversight, guidance, and leadership in program administration, personnel management, and contract execution. You will be responsible for project-level management of NIMITZ class nuclear-powered aircraft carrier inactivation and defueling ensuring usable systems/equipment vital to national defense are delivered to the warfighter throughout the life-cycle. You will establish and maintain priorities and milestones associated with resource management and material reclamation and harvesting pertaining to aircraft carrier inactivation and disposal. You will manage project requirements in cost, schedule, and highly technical facets through all phases and stages of ship inactivation, dismantling, and disposal including planning and execution of the Ship's Terminal Offload Plan (STOP). You will lead in the developing, organizing, analyzing, executing and monitoring of planned requirements at the project level. You will manage implementation of overarching policy and regulations while ensuring high-quality and actionable results. You will be responsible for the application of the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of project management. You will analyze, communicate/coordinates Aircraft Carrier Product Support issues with Naval Supply Systems Command Weapons Systems Support (NAVSUP WSS), Defense Logistics Agency (DLA), and other applicable activities / supporting program offices. You will analyze, communicate/coordinates Aircraft Carrier Product Support issues with In-Service Engineering Agent (ISEA), Type Commanders, Naval Sea Logistics Center (NSLC), and other applicable activities / supporting program offices. You will provide strong and effective leadership, project management, and engineering expertise in complex, large-scale operations. You will liaise with and develop partnerships with multiple organizations including NAVSEA, Naval Reactors (NR), Type Commanders (TYCOMs), Participating Acquisition Resource Managers (PARMs), and local, state, and federal officials. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) grade level pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "Executing and advising on programmatic operations to support aircraft carrier inactivation and defueling, including planning, project management, and execution for the efficiency of large-scale operations."
