Job Description
The Construction Safety Manager provides on-site safety oversight for large construction projects, with a strong focus on data center construction. This role represents the owner's safety interests, ensuring all contractors and subcontractors comply with regulatory requirements and project safety standards. The position does not create contractor safety plans but verifies that contractors implement and follow their own approved safety programs in alignment with the client's expectations and risk tolerance. The Construction Safety Manager 5 uses deep construction safety expertise, especially in high-risk activities and electrical work, to identify hazards, drive corrective actions, and promote a strong safety culture across the project.
Responsibilities
Act on behalf of the owner to provide safety oversight, guidance, and assurance for all construction activities on site.
Review contractor safety plans, job hazard analyses (JHAs), and method statements to verify compliance with project safety requirements.
Monitor contractor implementation of approved safety programs and confirm alignment with the client's safety expectations and risk tolerance.
Conduct regular site walkthroughs and inspections to verify safe work practices and adherence to safety procedures.
Identify unsafe conditions and at-risk behaviors, clearly communicate findings, and require timely corrective actions.
Represent the client's safety interests throughout construction activities, serving as a visible and proactive safety presence on site.
Provide guidance and coaching to contractors on safety expectations, best practices, and risk mitigation strategies.
Escalate unresolved or recurring safety concerns to project leadership for further action.
Recommend suspension of work when conditions present imminent danger to workers or the facility.
Verify contractor compliance with applicable safety regulations and project-specific safety standards.
Ensure that required safety documentation, including training records, permits, and certifications, is maintained, current, and accessible.
Closely monitor high-risk activities such as work at heights and fall protection, energized electrical work, confined space entry, crane operations and critical lifts, and excavation and trenching.
Participate in regulatory inspections as the owner's representative, supporting compliance efforts and responding to inquiries.
Attend and actively contribute to safety coordination meetings with contractors and project stakeholders.
Track, analyze, and report safety performance metrics to client leadership, highlighting trends, risks, and improvement opportunities.
Review incident reports and corrective action plans submitted by contractors to ensure completeness and effectiveness.
Provide regular written safety observations and risk assessments that document conditions, behaviors, and recommended improvements.
Participate in incident investigations to understand contributing factors and ensure an effective root cause analysis is completed by the responsible contractor.
Verify that corrective and preventive actions resulting from incidents, near misses, and observations are implemented and sustained in the field.
Issue safety observations and non-conformance notices when safety requirements are not met.
Exercise authority to stop work in situations involving imminent danger, and require corrective action prior to resumption of work.
Promote a culture of safety by influencing contractors without direct authority, fostering collaboration, and resolving conflicts diplomatically.
Support alignment with PSA guidelines and other project performance indicators related to safety outcomes.
Essential Skills
At least 10 years of experience in construction safety, including significant experience on data center construction projects.
Extensive knowledge of construction safety practices, regulations, and standards, with strong understanding of high-risk activities such as fall protection, energized electrical work, confined space entry, crane operations, critical lifts, and excavation and trenching.
Demonstrated ability to provide strong leadership and influence without direct supervisory authority over contractors.
Proven capability to drive safety compliance and risk mitigation across multiple contractors and subcontractors.
Excellent verbal and written communication skills, including the ability to document safety observations, reports, and incident reviews clearly and professionally.
Strong skills in risk identification, assessment, and mitigation in complex construction environments.
Ability to manage conflict and enforce safety requirements diplomatically while maintaining effective working relationships.
Experience representing an owner or client in safety matters during construction activities.
Proficiency in reviewing and evaluating contractor safety plans, JHAs, method statements, and incident reports.
Eligibility based on construction experience, with the understanding that candidates without construction experience are not suitable for this role.
Additional Skills & Qualifications
Certified Safety Professional (CSP) designation, Construction Health and Safety Technician (CHST) certification, or equivalent safety certification is strongly preferred.
Degree in Safety, Construction Management, or a related field, or equivalent combination of education and relevant experience.
Specialized experience in data center construction environments, including familiarity with the unique risks and systems associated with these facilities.
Strong electrical safety knowledge, particularly related to energized work and complex electrical systems common in data centers.
Experience participating in regulatory inspections and interacting with regulatory agencies as a safety representative.
Familiarity with PSA guidelines and similar safety performance frameworks used to measure and improve safety outcomes.
Proven track record of improving safety performance through proactive observations, coaching, and follow-up.
Ability to adapt to evolving project conditions and prioritize multiple safety issues in a fast-paced construction environment.
