Position Summary
This position will serve as the senior technical resource for Construction Management Information System (CMIS) for the National Guard Bureau and is responsible for the system's integration, data integrity, and performance optimization. They will handle complex technical challenges and ensure the CMIS application remains stable, secure, and compatible with other critical systems.
This role works within Colorado State University's Center for Environmental Management of Military Lands (CEMML) for the Air National Guard Readiness Center (ANGRC) Installation Division at Joint Base Andrews, Maryland.
Essential Job Duties:
Application Integration & Data Migration: Develop and maintain data interfaces and APIs to integrate the CMIS with applications like Microsoft Office Suite, DoD Safe, and GeoBase. Lead the migration of legacy data, ensuring data integrity and completeness.
Technology Currency & Optimization: Stay current with technology standards and proactively investigate options for optimizing CMIS application performance. Coordinate Microsoft Office upgrades and ensure application compatibility. Oversee the change request process for the CMIS, prioritizing modifications based on customer needs and coordinating with the development team.
Advanced System Support: Serve as the lead for expert-level system support, including system administration, workflows. troubleshooting complex issues, and managing the underlying operating systems and hardware used with the CMIS.
Training: Conduct technical training sessions for end-users and other team members on CMIS functionalities, data integration procedures, and best practices.
Project Management and Stakeholder Communication: Plan, execute, and manage all projects related to CMIS maintenance and enhancements. Define project scope, set milestones, manage resources, and track progress against deadlines. Schedule and lead quarterly Program Management Reviews, and effectively interact with all stakeholders, including end-users, project managers, and other IT teams.

Conditions of Employment:
The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Must be able to pass a federal background investigation to obtain and maintain a Common Access Card (CAC).
Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
Minimum Qualifications:
Bachelor's degree in Information Technology, Computer Science, Engineering, Construction Management, a related field.
Minimum of three years of professional experience in information systems administration, application integration, or construction/project-management systems.
Experience with system integration, including APIs, data interfaces, or middleware tools.
Demonstrated experience in data migration, data validation, or managing datasets of significant size/complexity.
Experience providing advanced technical troubleshooting for application, system, or infrastructure issues.
Demonstrated proficiency with Microsoft Office applications and foundational understanding of how enterprise applications integrate with MS Office, cloud storage platforms, or workflow systems.
Preferred Qualifications:
Experience supporting a DoD-approved CMIS such as Kahua, TRIRIGA, eCMS, or an equivalent project-management platform.
Knowledge of DoD, Air Force, or Air National Guard engineering workflows, including design, construction, planning, and project execution processes.
Experience in system administration for cloud-based or hybrid applications, including user permissions, configuration management, or performance tuning.
Demonstrated skill in scripting, automation, or data transformation (e.g., Python, SQL, PowerShell).
Experience working with GIS or GeoBase/GeoBase-like systems and integrating GIS datasets with enterprise applications.
Familiarity with cybersecurity requirements, Authority to Operate (ATO) processes, or DoD IT compliance standards.
Salary Range
$125,000-155,000
