Summary This position is located in the Office of the Director, Montgomery Regional Office (RO). The incumbent serves as a Management Analyst and member of the professional staff for the Montgomery RO Director. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the RO Director on pertinent issues associated with the effectiveness and efficiency of Montgomery RO operations as they relate to the delivery of benefits and service to Veterans. Responsibilities Major duties include but are not limited to: Develops briefings or status/staff reports to plan, coordinate or advise on work reports. Analyzes potential organizational problems or changing situations. Presents controversial findings to agency/corporation senior managers with tact. Communicates relevant information to resolve issues and develop solutions. Summarizes recommendations discussed during meetings with customers for documentation purposes. Compose complex correspondence. Writes documents such as memoranda/letters/reports that present highly sensitive and controversial agency policies. Participates in the composition of complex correspondence or other written work for external high-level officials that are controversial and politically sensitive. Provides oral reports of project status during management or team meetings. Assist in conducting management studies of organizations, manpower utilization, work methods, management controls, and policies. Perform analytical study of a variety of complex procedures designed to improve effectiveness of the operation. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-Grade: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time-in-grade, you must submit a promotion, within grade increase, or an appointment SF-50. GS 11 To qualify at the GS-11 grade level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9). Specialized experience: includes knowledge of qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The duties and responsibilities of this position are at one level below, Management Analyst, GS-343-12, and in a training status. OR Applicants may substitute education for experience to qualify at the GS-11 grade level: Applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12 To qualify at the GS-12 grade level: Applicants must have one year of specialized experience equivalent to the GS-11 level. Specialized experience: includes basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Specialized experience also includes skill in applying communication techniques sufficient to present plans and proposals convincingly. There is no education substitution at this grade level.
