The Office of Cannabis Management is currently seeking an Associate General Counsel to serve as the lead attorney for regulatory enforcement and provide legal support across other assigned practice areas within the Office of General Counsel. This role is responsible for providing the Office with legal expertise and advice, collaborating with OCM General Counsel and staff, establishing legal policies, participating in rulemaking, and conducting legal research. Associate General Counsels are expected to regularly provide direct advice to agency leadership and routinely handle legal issues in their assigned practice area.

This position is located in St. Paul and may telework from home two (2) days per week and is expected to be in the office three (3) days per week.

A successful incumbent in this position will be able to:

Provide sound legal advice regarding compliance with all applicable laws and coordinate all legal functions related to regulatory enforcement, cannabis law, and general in house-counsel duties

Develop, review, and maintain internal operational policies

Conduct legal research on novel and complex issues

Identify potential legal problems and anticipate future developments as they relate to business units of the Office

Minimum Qualifications

Three (3) years of experience as a practicing attorney demonstrating:

Legal research and analysis

Legal writing (e.g., memos, orders, briefs, or formal opinions)

Providing legal advice to clients or stakeholders

Judicial clerkships post licensure will count towards these criteria

Juris Doctor (J.D.) from an ABA-accredited law school

Current license in good standing to practice law in the State of Minnesota

One (1) year of the required experience in either cannabis litigation, hemp litigation, or compliance practice

Communication skills sufficient to effectively convey complex legal information to a variety of audiences

Demonstrated commitment to fostering a respectful and inclusive work environment

In addition, applicants may be asked to submit a writing sample to be considered for this position.

Preferred Qualifications

Experience supporting regulatory enforcement activities, including drafting or reviewing administrative actions, orders, or compliance-related documentation.

Knowledge of Minnesota cannabis laws and regulations sufficient to support implementation, compliance, or enforcement activities.

Experience supporting legal or administrative proceedings, including case preparation, documentation, coordination with legal counsel, or participation in hearings.

Experience developing or implementing policies and procedures within a government or regulatory environment.

Knowledge of data practices, records retention, and experience working with data or electronic records systems to support regulatory or compliance functions.

MN or state regulatory experience
